Yesterday, May 31, the National Assembly discussed in groups the draft Resolution on national maritime spatial planning for the 2021-2030 period, with a vision to 2050; the draft Resolution on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang City. National Assembly Delegate Ha Sy Dong, Member of the National Assembly's Finance and Budget Committee, Permanent Vice Chairman of the Quang Tri Provincial People's Committee participated in the discussion.
Discussing the draft Resolution on national marine spatial planning for the 2021-2030 period, with a vision to 2050, delegate Ha Sy Dong, member of the National Assembly's Finance and Budget Committee, highly appreciated the careful preparation of the content of the draft Resolution on marine spatial planning, with compatibility and synchronization between the national marine spatial planning and the national master plan, and the land use planning of the country and localities that have been approved. At the same time, it has concretized the Party's guidelines, the State's policies and laws on the management, exploitation and use of marine space for sustainable development of the marine economy , ensuring national defense and security.

Through studying the draft Resolution, delegates said that when issuing functional zoning plans such as sea areas, it is recommended to review and integrate plans related to sea and islands as well as local plans; the draft Resolution has some issues that have not been fully updated, if issued, it will cause difficulties for localities in organizing implementation and conflicts will occur, and localities will be confused and unable to implement.
It is proposed that the draft Resolution be open and regional. If localities are included in the planning, all 28 coastal provinces and cities should be included. In particular, the planning of localities should be reviewed to update them. Specifically, Quang Tri province has had its provincial planning and land use planning approved by the Prime Minister.
Regarding the zoning of marine space, in Clause 1, Article 4, only the development of Da Nang, Hue, Ha Tinh is mentioned, not Quang Tri. It is proposed that the National Assembly add Quang Tri province, because the province has My Thuy seaport, the Southeast Economic Zone has been approved by the Prime Minister in Decision No. 1936/QD-TTg dated October 11, 2016.
Regarding the Master Plan for the seaport system in 2021-2030, with a vision to 2050, delegates proposed adding My Thuy seaport because the Prime Minister has approved My Thuy seaport as a type 2 port including 2 main wharf areas, Cua Viet wharf area and My Thuy area in 2021.
Regarding functional zoning and sea use zoning in the national marine spatial planning, delegates proposed adding offshore wind power projects because according to the power diagram VIII, wind power projects are identified as having great potential for developing the marine economy.
Regarding the map of zoning of marine space, it is necessary to prioritize gas-fired power projects such as in Quang Tri province, there are Bao Vang mine and Ken Bau gas mine. Ken Bau mine has also been granted investment policy and has been identified as the energy center of the Central region.
Discussing the draft Resolution on specific policies for the development of Da Nang City, according to delegates, of the 21 policies in this draft Resolution, there are 6 policies similar to those of other localities that have been allowed to be implemented by the National Assembly, 10 similar policies with additional adjustments to suit the reality of Da Nang City, and 5 new proposed policies.
Delegates supported the pilot establishment of the Da Nang Free Trade Zone because this is a breakthrough policy, promising to create a favorable investment environment and strongly attract domestic and foreign investors. The construction of the Free Trade Zone not only promotes the economic development of Da Nang but also contributes to enhancing the city's position in the region and the world.
Finally, the delegates completely agreed with the policy of piloting a number of specific mechanisms and policies for the development of Da Nang City. However, the issuance of specific mechanisms and policies should be applied selectively and in a breakthrough manner. If too many specific policies are issued, they will be duplicated and no longer have a specific meaning.
It is recommended that the National Assembly and the Government review the current bottlenecks and blockages in local development and fundamentally consider revising laws such as the Law on Government Organization and the Law on Local Government Organization to be consistent with the process of resolving the relationships between the three pillars of the socialist rule of law state, market economy and socialist democracy.
