To bring Resolution 57 into life soon - Part 3: Enterprises proactively participate in creating development

“Once the institutions are in place and the environment is favorable, businesses must be proactive and take action to create development,” Lieutenant General Tao Duc Thang, Chairman and General Director of the Military Industry and Telecommunications Group (Viettel), emphasized in an interview with SGGP. With Viettel, that spirit has been materialized through early, quick and decisive actions to truly bring Resolution 57 into life.

* Reporter : As a large technology corporation of the country , how does Viettel receive Resolution 57 of the Politburo , sir ?

- Lieutenant General Tao Duc Thang : Resolution 57 is a resolution with the "breath of life", which has just been issued and immediately put into practice, very close to the current development requirements of the country. This is not a document with general orientation, but an action resolution with clear goals and specific implementation mechanisms, demonstrating the great determination of the Party and State in taking science and technology, innovation and digital transformation as new driving forces for national development.

Immediately after its promulgation, Resolution 57 created a synchronous movement from the central to local levels. The National Assembly passed Resolution 193 to open a special mechanism; the Government issued Resolution 03 to concretize it with an action program; the Central Military Commission issued Resolution 3488, bringing the spirit of Resolution 57 into national defense and security practice. In particular, many draft laws have been amended and supplemented, such as the Law on Science, Technology and Innovation, the Law on Digital Technology Industry, the Law on Digital Transformation and the Law on Artificial Intelligence... In which there is the direct participation and voice of businesses, including Viettel. Many fields that were previously new, such as artificial intelligence, big data, semiconductors, and high-tech defense industry, have now been clearly oriented, have specific policies, and have responsible people. That proves that Resolution 57 is not only correct in terms of direction, but also timely, and more importantly, very practical - because it touches the needs and aspirations for innovation of the whole society.

In line with that spirit, just over 2 weeks after the Central Military Commission issued Resolution 3488, the Viettel Group Party Committee issued Resolution 168 on scientific and technological breakthroughs, innovation and digital transformation for the 2025-2030 period. It identified more than 160 key, highly breakthrough tasks - clearly demonstrating the commitment to "do it early, do it quickly, do it to the end" in implementing the Party's major policies.

* Reporter : After nearly 1 year of Resolution 57 being issued , in your opinion , has Resolution 57 really "come into life"?

- Lieutenant General Tao Duc Thang : I think that after nearly a year, Resolution 57 has really begun to come into life, not only in awareness but also transformed into concrete actions at all levels, in all sectors and in each enterprise.

At Viettel, we have mobilized all resources to realize the goals set forth by Resolution 168 of the Party Committee of the Group. After nearly 1 year of implementation, Viettel has achieved certain results in production, business and research and production activities, with revenue growth at a double-digit rate.

Currently, Viettel has deployed 8/11 strategic technology groups according to the Prime Minister's Decision and is developing a plan to deploy 2 more technology groups. In particular, Viettel has completely mastered the 5G network product ecosystem; Products developed by Viettel have been deployed on a large scale on Viettel's network in Vietnam and the markets that Viettel invests in, including systems on the network that use 100% of products developed by Viettel such as the vOCS real-time billing system. Viettel's 5G network equipment has also initially cooperated with businesses in India and the UAE. In the coming time, Viettel will continue to invest heavily in developing 5G-Advanced/6G technology, ensuring global competitiveness.

At the same time, Viettel is strongly developing fiber optic cable networks to every household, aiming to be ready to provide gigabit/second broadband services to all people by 2030. Viettel is currently deploying 4 new international submarine fiber optic cable lines, of which at least one is invested and managed by Viettel - affirming Vietnam's position on the world digital infrastructure map.

Last April, Viettel also started construction of a super-large-scale data center in Ho Chi Minh City, one of the Top 10 in Southeast Asia, on an area of ​​nearly 4 hectares, with a total designed capacity of up to 140 MW and about 10,000 racks. In the period 2025-2030, Viettel will also build 11 more large-scale data centers with a total capacity of more than 350 MW, accounting for over 40% of the total data center capacity of the country.

* Reporter : Many opinions say that the implementation of Resolution 57 is still slow, especially at the grassroots level. In your opinion, what are the issues that need to be focused on so that Resolution 57 can truly come into life ?

- Lieutenant General Tao Duc Thang : Up to this point, it can be affirmed that: The State has very quickly completed the institutional, policy and action framework. The Resolution is available, the legal corridor has been opened. The responsibility now belongs to the enterprise: it must be concretized with clear goals, methodical plans and substantial actions.

Enterprises cannot just stop at waiting for support policies, but must be the subject of creating change. Each enterprise needs to set challenging goals, in line with national orientation and internal capacity. When the institution is clear, the environment is favorable, the initiative, commitment and implementation efficiency of the enterprise will determine success.

With Viettel, we clearly identify: after the resolution comes action. At the beginning of 2025, the Party Committee of the Group issued Resolution 168 on breakthroughs in science and technology development, innovation and digital transformation in the 2025-2030 period, which is associated with specific action programs.

For example, the semiconductor sector - identified by Resolution 57 as one of the strategic technologies - is currently a key investment direction for Viettel. The goal is that by 2030, Viettel will completely master the design and production of a number of chip lines such as AI chips, IoT chips and specialized chips. We have also submitted a strategic project for semiconductor chip development according to the Government's Plan 1018 and are completing the documents to soon submit to competent authorities for approval and practical implementation.

* Reporter: In your opinion, what are the key factors to soon realize the important orientations of Resolution 57, such as developing strategic technology, implementing the "chief engineer" model, attracting science and technology talents, or promoting "Make in Vietnam" products ... ?

- Lieutenant General Tao Duc Thang : Resolution 57 is truly a breakthrough institutional push for science and technology enterprises, including Viettel. Less than 10 pages, the resolution comprehensively covers the core contents, opening up completely new mechanisms for investment in science and technology and innovation. Previously, Vietnam had never had an official innovation fund or venture capital fund, and when state-owned enterprises wanted to join startups with unique business ideas, Viettel faced many barriers. Now, Resolution 57 allows a mechanism to evaluate pilot new business models, accept risks, and invest in venture capital. This is truly a huge institutional "unleashing step". This has helped businesses feel more secure and bolder when investing in testing, mastering, and applying new technologies and new models. Of course there are risks, but if successful there will be great profits, creating a real breakthrough for the business.

A very practical example for Viettel is that the State supports up to 15% of the total investment value if the telecommunications enterprise deploys at least 20,000 broadcasting stations in 2025. From this mechanism, Viettel is urgently investing in building 22,400 5G stations nationwide, to be completed before December 31, 2025. This is a specific action to make 5G the backbone infrastructure for the national digital platform, serving the digital government, digital economy and digital society.

With a comprehensive approach, closely linking strategic vision and specific actions, Viettel believes that Resolution 57 will not stop being a slogan, but will certainly be a real driving force to promote innovation, digital transformation and science and technology development of the country in the new period.

* Reporter : In implementing the strategic goals of Resolution 57, how should we perceive the role of large technology enterprises like Viettel? Is it still a national and social responsibility, sir?

- Lieutenant General Tao Duc Thang : For Viettel, implementing the goals of Resolution 57 is not only a task of business development, but first of all, a responsibility to serve the country. We are always aware of our role in all areas assigned by the Party, State and army. Resolution 57 sets the goal of creating a breakthrough in science and technology, innovation and national digital transformation. This is the space for businesses like Viettel to demonstrate their pioneering spirit, dedication and service.

Viettel has potential, people and great aspirations. We have been and will continue to invest heavily in core technology, strategic technology and platform technology – from artificial intelligence, semiconductors, quantum technology to aerospace. This investment is not only for domestic use, but also aims to export “Make in Vietnam” technology to the world.

At the same time, Viettel always attaches importance to corporate social responsibility, pioneering in creating an environment, platform, and infrastructure for other technology enterprises to develop together. The digital infrastructure ecosystem, digital data, and open platform that Viettel is deploying is to share opportunities, spread values, and work towards a strong, autonomous technology community, reaching out to the world together, contributing to promoting the digital economy and enhancing Vietnam's image in the international arena.

* Reporter : In your opinion, in the development of science and technology, how should we solve the problem of cooperation between "State - School/Research Institute - Enterprise"? What is the ultimate goal of this cooperation ?

- Lieutenant General Tao Duc Thang : In my opinion, in the development of science and technology, the most important thing is to form a closed operating cycle between "State - School/Research Institute - Enterprise". The final science and technology product must solve practical problems of society, not just be the result of pure research. In that cycle, enterprises are the place to grasp the needs of the market and society, from which to pose specific problems. Schools and research institutes provide quality human resources and knowledge foundation. The State plays the role of creating institutions, promoting coordination mechanisms, ensuring the smooth flow between "research - production - commercialization". When these three pillars operate in the right role and rhythm, it will create a real innovation ecosystem, in which all science and technology products are linked to real needs, have application value and have a positive impact on the development of the country.

From a business perspective, Viettel always maintains the spirit of resonance” throughout all activities. We are not only a product commercialization enterprise, but also a technology research and development unit. Thanks to that, Viettel understands the market demand and has the ability to cooperate effectively with domestic and foreign schools and institutes to solve specific problems of the country.

Currently, Viettel has more than 3,000 high-tech personnel, of which 80% have university degrees or higher and 25% have masters or doctorates. This force is directly involved in hundreds of research topics, many of which have been recognized internationally and applied back into "Make in Viettel" products. To date, Viettel has been granted 61 domestic patents and 12 patents in the US. In particular, Viettel has been honored to receive 2 Ho Chi Minh Awards for Science and Technology.

A typical example of the “enterprise-school” cooperation model is the Viettel Digital Talent program, which has been continuously implemented for the past 5 years. Each year, Viettel selects about 500 excellent students to intern and research with the group’s engineers. Many of these students have won national and international awards. We are also proposing a mechanism for the internship process at the enterprise to be recognized as academic credits, helping students have a practical learning environment and enterprises to quickly discover and nurture talents. At the same time, the Viettel Excellence Scholarship program sends potential personnel to study at the world’s leading universities. This is how Viettel both “orders” global knowledge and prepares for the future of the country’s strategic technology resources.

In particular, the newly issued Conclusion No. 205 of the Politburo has allowed the use of the state budget to allocate about 10% of the total annual salary fund to attract talents. This is truly a timely solution, giving businesses like Viettel more conditions to invite excellent personnel from around the world to work. When the State has the right direction, pioneering businesses take action, schools and research institutes provide knowledge and human resources, that synergy will make science and technology truly become the driving force for national development.
