Based on the inspection results, the Department of Tourism has submitted to the Provincial People's Committee for consideration to revoke the decision on recognition of local tourist attractions and tourist routes in some districts and towns. Why is this happening?
The recognition of local tourist attractions and routes aims to effectively exploit tourism resources, thereby opening up new opportunities for local tourist attractions in promoting, advertising, building products and attracting investment... With that goal, over the past years, the Provincial People's Committee has issued decisions to recognize 33 local tourist attractions. Of which, Lao Cai city has 4 spots, Muong Khuong has 3 spots, Bac Ha has 4 spots, Bao Yen has 2 spots, Bat Xat has 6 spots, Sa Pa has 13 spots, Van Ban has 1 spot.

According to the provisions of the 2017 Law on Tourism, to be recognized as a tourist destination, destinations must meet conditions such as having tourism resources and defined boundaries; having necessary infrastructure and services to ensure service for tourists; at the same time, meeting conditions on security, order, social safety, and environmental protection according to the provisions of law.
The above-mentioned tourist destinations, after being recognized, require stricter management and exploitation and strict compliance with the provisions of the Law on Tourism. In particular, organizations and individuals assigned to manage tourist destinations are entitled to invest, exploit and protect tourism resources; at the same time, promulgate regulations, organize business services for tourists; organize tour guide services, as well as regulate and manage the use of tour guides within the scope of management and collect fees according to the provisions of law. Along with that, the responsibility of organizations and individuals must be to properly manage and supervise tourism service business activities at tourist destinations, avoid illegal activities, causing offense, affecting the image of the destination. In particular, it is necessary to create favorable conditions for tourists to visit, as well as ensure safety for tourists and social order and safety, and protect the environment; At the same time, promptly receive and resolve tourists' suggestions at the destination.

However, after inspecting 27 tourist attractions in the area (2 in Bao Yen, 1 in Van Ban, 3 in Bac Ha, 3 in Muong Khuong, 6 in Bat Xat, 8 in Sa Pa, and 4 in Lao Cai city), the Department of Tourism had to request the Provincial People's Committee to consider revoking the decision to recognize tourist attractions for a number of tourist attractions in the area.
"The proposal to revoke the decision to recognize a tourist destination in the area is a last resort, but it must be done," said Mr. Ha Van Thang, Director of the Department of Tourism.
Accordingly, the Department of Tourism proposed that the Provincial People's Committee consider revoking Decision No. 1790/QD-UBND dated June 27, 2008 on the recognition of tourist attractions and local tourist routes in Muong Khuong district, including 3 tourist attractions: Ham Rong tourist attraction (including Ham Rong cave, waterfall and central market of Muong Khuong district); Vang Leng tourist attraction (including Vang Leng cultural village, Tung Chung Pho commune and Nam Ooc cave, Nam Lu commune); Cao Son tourist attraction (including Cao Son market and craft village - Ngai Phong Cho cultural village, Cao Son commune) and local tourist route: Lao Cai city - Ham Rong - Vang Leng - Cao Son (belonging to Muong Khuong district) - Coc Ly (belonging to Bac Ha district) - Lao Cai city. Revoke Decision No. 3531/QD-UBND dated December 3, 2012 on recognizing community tourism routes in Muong Khuong district, including: Lao Cai - Ta Lam waterfall - Pha Long - Ta Gia Khau - Ban Me - Lao Cai; Lao Cai - Lung Khau Nhin - Muong Lum village - La Pan Tan - Ban Cam - Lao Cai. Revoke Decision No. 2132/QD-UBND dated July 8, 2020 on recognizing community tourism sites in Sin Chai village, Hoang Lien commune, Sa Pa town. Revoke Decision No. 2136/QD-UBND dated July 8, 2020 on recognizing Ma Tra village tourist sites, Ham Rong ward, Sa Pa town.

Analyzing the specific causes, the Director of the Department of Tourism pointed out: There are 4 basic reasons leading to the request to withdraw the decision to recognize local tourist attractions and tourist routes. That is, these tourist attractions are not invested in development as well as management, exploitation, and promotion of the value of the recognized tourist attractions. Not maintaining the conditions of the tourist attractions as stipulated in Clause 1, Article 23 of the Law on Tourism and Article 11, Decree No. 168/2017/ND-CP dated December 31, 2017 of the Government detailing a number of articles of the Law on Tourism. The dossier requesting recognition of tourist attractions cannot be supplemented with new dossiers according to the provisions of the Law on Tourism. The Law on Tourism 2017 and the documents detailing and guiding its implementation no longer stipulate tourist routes, so the names of the above tourist routes in the previous decisions of the Provincial People's Committee are no longer appropriate.
According to the Director of the Department of Tourism, if the Provincial People's Committee does not request the revocation of the recognition decision, these tourist destinations will not comply with the provisions of the Law on Tourism, as well as the set goals; at the same time, it is also a warning for localities to pay attention and invest in tourist destinations, because to recognize a tourist destination requires a lot of effort from surveying to building documents, appraisal... do not let tourist destinations only have names on paper.
