
Vietnam is finalizing the scientific dossier on "The Indochina Archival Documents from 1862-1954," in collaboration with France, to propose its inclusion in the UNESCO World Heritage List, contributing to the preservation of valuable historical documents.
In Document No. 1444/VPCP-KGVX, Deputy Prime Minister Mai Van Chinh agreed to submit the scientific dossier of the documentary heritage "Archival documents on Indochina preserved in France and Vietnam (1862-1954)" to UNESCO for inscription on the World Documentary Heritage List.
The Deputy Prime Minister requested the Ministry of Culture, Sports and Tourism and the Ministry of Foreign Affairs to take the lead and coordinate with the Ministry of Interior to carry out the necessary procedures to cooperate with the French side in submitting the scientific dossier of the documentary heritage "Archival documents on Indochina preserved in France and Vietnam (1862-1954)" to the UNESCO World Heritage Center in accordance with the law on cultural heritage and UNESCO guidelines; ensuring compliance with international treaties and commitments to which Vietnam is a member, the provisions of the Memorandum of Intent signed between the Ministry of Interior (Vietnam) and the Ministry of Culture (France), and relevant legal regulations.
The Ministry of Foreign Affairs and the Vietnam National UNESCO Committee will preside over and coordinate support for the Ministry of Interior, the Ministry of Culture, Sports and Tourism, and other relevant agencies in implementing necessary measures to create international consensus in support of UNESCO's inscription of the "Archival Documents on Indochina preserved in France and Vietnam (1862-1954)" as a World Documentary Heritage; focusing on promoting Vietnam's position and role in UNESCO's governing mechanisms.
The Ministry of Interior is working closely with the French side in finalizing the nomination dossier and closely monitoring the progress of the scientific nomination dossier on the aforementioned documentary heritage, ensuring that the content of the dossier complies with the regulations of the law on national security and sovereignty, and the regulations of the law on cultural heritage, archiving, protection of state secrets, access to information, and other relevant laws.
According to the State Archives and Records Administration, a portion of the documents from the French colonial period (1858-1954) is currently stored in Vietnam, and another portion is stored in France.
Documents from the French colonial period (1858-1954) are preserved at the National Archives Centers I, II, and IV. The total volume amounts to 9,000 meters of shelving, encompassing 84 document collections. The remainder is preserved at the French National Overseas Archives in Aix-en-Provence, in accordance with the terms of the 1950 agreement signed between the French High Commissioner Léon Pignon and Bảo Đại.
The collection includes administrative documents from agencies at the Indochina level, regional level (Tonkin, Annam, Cochinchina), and provincial level; technical documents (basic construction) comprising nearly 150 architectural works such as office buildings, hospitals, schools, irrigation works, and transportation projects across the three regions of North, Central, and South Vietnam; and more than 20,000 maps from the Indochina Geographical Survey, administrative maps of provinces, etc.
Three previously recognized UNESCO World Documentary Heritage sites include the Nguyen Dynasty Woodblocks, the Nguyen Dynasty Imperial Archives, and the Doctoral Examination Stele at the Temple of Literature.
