Throughout the history of the Party's formation and development, our Party and State have always paid attention to culture. Dr. Nguyen Thi Kim Lien - Head of the Department of Culture and Development, Regional Political Academy II, affirmed that the draft document submitted to the 14th Party Congress has inherited, absorbed, refined and elevated the orientation content on building and developing Vietnamese culture and people in previous documents and resolutions on culture. Thereby, continuing to affirm the extremely important role and position and setting out new requirements and tasks for the cultural sector in the cause of national development.

Dr. Nguyen Thi Kim Lien emphasized that in the cultural field, the Party emphasizes the task of perfecting the institution for developing Vietnamese culture and people, including promulgating a system of national, cultural, family values ​​and standards for Vietnamese people, deeply integrating them into education , communication and grassroots cultural activities.

In particular, the draft document also mentions new points compared to previous Party resolutions on culture. Our Party always identifies the important role of culture: Culture is the spiritual foundation of society, the goal, the driving force, and the important endogenous strength for sustainable national development. Dr. Nguyen Thi Kim Lien said that, analyzing the cultural-related contents mentioned in the drafts, it is necessary to clarify the following topic clusters: The role and position of culture: "Regulatory system" and "Equal with politics, economy , society"; institutionalizing the value system: National value system, cultural value system, family value system, human standards; cultural economy and digital transformation: Cultural industry, digital culture, soft power; heritage economy and conservation: Linking heritage with sustainable economic development; cultural and artistic human resources.

Culture has become a pillar of national development, a decisive driving force. According to Dr. Nguyen Thi Kim Lien, besides the achievements in the cultural field in recent times, the draft also mentions limitations. That is, culture has not really become an important resource, endogenous strength and a strong driving force for the sustainable development of the country. The issue of building a system of national values, a system of cultural values, family and Vietnamese human standards is still slow to be clarified. Investment in culture and investment in cultural resources is still low and scattered.

The cultural market has not yet developed strongly. The development of the cultural industry, cultural services, and tourism has not been commensurate with its potential and advantages. The level of enjoyment and access to revolutionary cultural achievements is still not uniform and equal among urban and rural areas, regions, and areas across the country...
