QNgTV - In the latest draft of the Cybersecurity Law, the Government proposes assigning the Ministry of Public Security as the focal point for state management of cybersecurity, "controlling" IP address identification and issuing network certificates.

The government has submitted to the National Assembly a draft of the revised Cybersecurity Law, expected to be passed during this session. A notable new point is the proposal to assign the Ministry of Public Security as the focal point for state management of cybersecurity, including the mechanism for managing and identifying IP addresses.
The draft Cybersecurity Law 2025 merges two existing laws, the Law on Network Information Security and the Law on Cybersecurity, creating a common framework of 9 chapters and 58 articles. This merger is considered to avoid overlap and align with reality, as from March 1, 2025, the Ministry of Public Security has taken over 5 groups of tasks related to network information security management from other ministries and agencies.
According to Article 50 of the draft, the Ministry of Public Security will be responsible for ensuring data security and information security; developing a mechanism for managing Internet Protocol (IP) address identification; verifying information registered for digital accounts; and warning about and sharing cybersecurity threats. The Ministry also has the right to request online service providers to remove information that violates the law.
The Ministry of Public Security believes that requiring identification and provision of IP information to specialized forces is necessary and contributes to ensuring national sovereignty in cyberspace.
