On the morning of October 31, continuing the program of the 10th session of the 15th National Assembly, General Luong Tam Quang, Minister of Public Security , presented a report on the draft law amending and supplementing a number of articles of 10 laws related to security and order.

Amending regulations on driving time of transport business drivers
Minister Luong Tam Quang said that the draft amends and supplements regulations on: priority light signal colors for military vehicles; smart vehicles; vehicles that must be equipped with journey monitoring devices, driver image recording devices, passenger compartment image recording devices; driving time of car drivers...
Specifically, according to the draft, military vehicles on emergency missions are priority vehicles , with flashing blue and red lights (current regulations require flashing red lights).
The draft also stipulates that commercial vehicles such as tractor-trailers, ambulances, and internal transport vehicles must be equipped with journey monitoring devices and driver image recording devices.
Passenger cars with 8 seats or more (not including the driver's seat) used for transportation business must be equipped with a journey monitoring device, a device to record images of the driver and images of the passenger compartment.
Notably, current law stipulates that the driving time of a commercial vehicle driver is no more than 10 hours a day and no more than 48 hours a week; driving continuously is no more than 4 hours. Many businesses believe that this regulation is difficult to implement, affecting the driver's income as well as operating costs.
The draft proposes amendments to the direction that the continuous driving time of a driver of a commercial transport vehicle shall not exceed 4 hours. Working time in 1 day and 1 week shall be implemented according to the provisions of the Labor Code.
Examining the above contents, the Committee on National Defense, Security and Foreign Affairs said that some opinions suggested considering regulations on passenger transport vehicles to install journey monitoring devices, devices to record images of the driver and images of the passenger compartment.
At the same time, consider regulations on driving time per day, per month, continuous driving, minimum rest time for drivers to ensure feasibility; at the same time, review and supplement regulations on technical safety certification and environmental protection for modified motor vehicles and modified specialized motorbikes accordingly...

No need to present documents if integrated into electronic ID
Another law proposed for amendment and supplementation is the Law on Identification. Minister Luong Tam Quang said that the draft amends and supplements regulations on identification management agencies; revocation of identification cards; and the value of use of electronic identification.
Along with that is amending and supplementing the regulations of 2 administrative procedures to create more favorable conditions for people.
Specifically, the draft stipulates that the identity management agency includes: the identity management agency of the Ministry of Public Security, the identity management agency of the provincial and municipal police, and the police of communes, wards, and special zones.
In case the person granted an electronic identification card must present the electronic identification card at the request of a competent agency, organization or individual, that agency, organization or individual shall not request the person granted an electronic identification card to present documents or provide information that has been integrated into the electronic identification card.
Examining this content, the Committee on National Defense, Security and Foreign Affairs said that some opinions suggested assigning the Minister of Public Security to regulate the identity management agency in the People's Public Security to comply with the provisions of the Law on People's Public Security.
At the same time, it is recommended to specify more clearly the integration of information fields in electronic identification on national and specialized databases, to facilitate people when conducting transactions.
