Proposal to ban investment and trading in new generation cigarettes in the Investment Law

(Dan Tri) - On the afternoon of November 11, during the meeting of the Discussion Group on the Investment Law (amended), many National Assembly delegates said that it is necessary to add provisions prohibiting investment and trading in electronic cigarettes and heated tobacco products in the draft law.

According to National Assembly Delegate Truong Trong Nghia - Ho Chi Minh City Delegation, e-cigarettes and heated tobacco products are harmful products. The National Assembly has also passed a Resolution banning e-cigarettes and heated tobacco products.

Therefore, Mr. Nghia believes that the draft Investment Law (amended) should prohibit trading in these products. According to Mr. Dung, the proposal to allow trading but only for export is also inappropriate.

Delegate Dung explained: "If we have determined that this product is harmful to health and society, then why allow its production for export? Should we export our "harm" to other countries? Whether other countries ban it or not is their business, but if it is harmful, it cannot be legalized just for the reason of export."

According to Mr. Dung, the Ministry of Health and the Ministry of Industry and Trade both agree on the ban on electronic cigarettes and heated tobacco products. The National Assembly has also passed a Resolution clearly stating this policy, but why has this content not been included in the draft Investment Law?

National Assembly Delegate Le Van Kham - Ho Chi Minh City National Assembly Delegation also cited the National Assembly's issuance of Resolution No. 173/2024/QH15, agreeing on the policy of completely banning the production, trading, import, storage, transportation and use of electronic cigarettes and heated tobacco products, thereby wondering why this provision has not been included in the draft Investment Law (amended).

National Assembly Deputy Duong Ngoc Hai - Ho Chi Minh City Delegation emphasized: "According to Resolution No. 173/2024/QH15, electronic cigarettes and heated tobacco products have been banned. However, the draft Investment Law (amended) has not updated this content, while this is a prohibited business sector, so it needs to be supplemented and included in the new Law.
