Railway connecting seaport with Central Highlands
According to Chairman Ta Anh Tuan, Phu Yen is a coastal province in the South Central region, bordering Binh Dinh province to the North, Khanh Hoa province to the South, the Central Highlands provinces (Gia Lai, Dak Lak) to the West, and the East Sea to the East.
The transport infrastructure system has been invested in upgrading and building relatively synchronously, connecting smoothly between districts in the province, between provinces in the region and the whole country with full modes of transport: road, rail, inland waterway, sea and airport.

However, in order to gradually develop, complete and synchronize the transport infrastructure system, especially the development of railway infrastructure, in order to create a driving force for linking economic regions and localities in socio-economic development, ensuring national defense and security of the Central Coast and Central Highlands, it is necessary to plan and invest in the railway connecting Tuy Hoa - Buon Ma Thuot.
This railway line has been included in the Master Plan for the development of Vietnam's railway transport to 2020, with a vision to 2030. Accordingly, the 169km long route connects the Central Highlands railway line, including the provinces of Dak Nong - Kon Tum - Dak Lak - Binh Phuoc .
Conclusion No. 67/2019 of the Politburo on the construction and development of Buon Ma Thuot city, Dak Lak province to 2030, with a vision to 2045, determined to accelerate the investment progress of key and dynamic projects, including the Buon Ma Thuot - Tuy Hoa railway project.
Also according to Phu Yen province, the Ministry of Planning and Investment is currently planning the Central Highlands region for the 2021-2030 period, with a vision to 2050, including the addition of the Pleiku - Tuy Hoa railway connecting to Vung Ro port.
Through research, the Provincial People's Committee found that only the location from Phu Yen to Buon Ma Thuot (connecting to the Central Highlands) has suitable terrain, fully meeting technical standards for operation and exploitation compared to the entire Central coastal region.
From here, the province proposed the Ministry of Planning and Investment to propose adjusting the Pleiku - Tuy Hoa railway line connecting with Vung Ro port to become the Tuy Hoa - Buon Ma Thuot railway line, about 169km long, 1,435mm gauge, connecting Vung Ro port, Bai Goc port, Van Phong economic zone, Nam Phu Yen economic zone, Tuy Hoa airport with the Tay Nguyen railway line, Buon Ma Thuot, Dak Rue border gate... The project is proposed to be invested in construction in the period 2030-2045.
Update the route into the railway network planning to 2050
It is known that the master plan for the construction of the South Phu Yen Economic Zone, Phu Yen province until 2040 was approved by the Prime Minister for adjustment in October 2023. Accordingly, a new cargo terminal will be built for the railway branch to Bai Goc port.
Considering that the Tuy Hoa - Buon Ma Thuot railway line has a strategic position in connecting the Central Coast with the Central Highlands, between economic zones and seaports, Phu Yen province proposed to update this route into the Railway Network Planning for the period 2021-2030 (Photo: illustration).
At the same time, the Tuy Hoa - Buon Ma Thuot railway line has been updated in the Phu Yen Provincial Planning for the period 2021-2030, with a vision to 2050, submitted to the Appraisal Council for consideration, and the Prime Minister for review and approval.
The Tuy Hoa - Buon Ma Thuot railway line is identified as the main East - West transport corridor and passenger transport in major cities, connecting the central coastal provinces with the Central Highlands provinces.
This is also the gateway connecting to the East Sea with international shipping routes, creating favorable conditions for attracting investment, serving the needs of passenger and cargo transportation, import and export of the region, contributing to socio-economic development, ensuring national defense and security, gradually forming and completing the transportation network of the provinces in the economic linkage of the South Central Coast, Central Highlands and the Vietnam - Laos - Cambodia development triangle.
Meanwhile, Bai Goc wharf area, with the function of a general wharf, a specialized wharf, is considered the core of Nam Phu Yen Economic Zone. Bai Goc Port has a natural terrain suitable for developing a deep-water port, is geographically located close to the international shipping route and is located next to Van Phong Economic Zone, helping to connect, support and share a large volume of goods serving import and export for Nam Van Phong international port.
Bai Goc Port has a strategic position in attracting investment, creating a breakthrough in the socio-economic development of Phu Yen province and the South Phu Yen - North Khanh Hoa Economic Zone. Therefore, Phu Yen province is organizing the establishment of a detailed plan for Bai Goc Port to soon submit to the Ministry of Transport for approval, as a basis for implementing investment in synchronous and interconnected connection between Bai Goc Port area with railways, roads, sea routes, and inland waterways.
From here, the People's Committee of Phu Yen province proposed that the Ministry of Transport consider and report to the Prime Minister for permission to update and supplement the Tuy Hoa - Buon Ma Thuot railway route planning to the Railway Network Planning for the period 2021-2030, with a vision to 2050 in Decision No. 1769/2021 of the Prime Minister.
