The Government Office has just issued Official Letter No. 11170, conveying the directives of Deputy Prime Minister Tran Hong Ha on the roadmap for developing public transportation and policies to support people in using green transportation.
This is seen as an important step in shifting the transportation system towards sustainability, in the context of increasing air pollution pressure in major cities.
The Deputy Prime Minister reviewed the Ministry of Construction 's report on the development orientation of a comprehensive and modern public transport system, along with proposals for breakthrough mechanisms to attract private investment and support people in switching to green transportation.
Based on that, the Government leaders assigned the Ministry of Construction to take the lead in coordinating with other ministries and agencies, along with Hanoi and Ho Chi Minh City, to continue reviewing and finalizing the report, gathering expert opinions, and drawing on international experience.
The report needs to clearly define each task and the responsibilities of central and local authorities; it should also clarify the planning, investment projects, resources, and implementation methods. The content must also specify the final product, the approving authority, and the approval process. The deadline for submission to the Prime Minister is before January 31, 2026.

The Deputy Prime Minister emphasized that green transformation in transportation is an urgent requirement, as air pollution from vehicles is directly affecting people's health. Replacing fossil fuel vehicles with electric or clean energy vehicles has been identified as a key solution to reduce carbon and methane emissions.
Over the past period, the Government has issued many directives to promote this process. In Notice No. 8 dated January 8th, the Ministry of Finance was tasked with researching policies to support state agencies and public service units in transitioning to green transportation. In Notice No. 490 dated September 17th, Hanoi and Ho Chi Minh City were required to develop detailed action plans, publicly disclose the transition roadmap, and provide support policies for citizens.
Experts believe that the rapid pace of urbanization in Hanoi and Ho Chi Minh City necessitates promoting the Transport-Oriented Development (TOD) model to reduce the use of private vehicles, shift towards public transport, and cut CO2 emissions.
Furthermore, perfecting the legal framework, criteria, and standards for evaluating green transportation is a crucial first step. Given the dominant share of road transport, the requirement is to restructure the transport market share towards reducing dependence on road transport in order to achieve sustainable development.
Experts also emphasized the need to develop a roadmap for transforming transportation and infrastructure towards greening, including the synchronized development of green infrastructure, green vehicles, technology upgrades, and the promotion of digital transformation and smart transportation. Green logistics is also an inevitable trend, helping businesses increase their competitiveness and support national emission reduction goals.

Given that road transport still holds a dominant position compared to rail and water transport, the requirement is to restructure the transport market share towards reducing dependence on road transport in order to achieve more sustainable development.

This includes simultaneously developing green infrastructure and green vehicles, upgrading technology, promoting digital transformation, and applying intelligent transportation systems.
