Proposing investment policy for the National Target Program to improve education quality

In Resolution No. 369/NQ-CP dated November 14, 2025, the Government approved the report on investment policy proposal for the National Target Program on modernization and improvement of education and training quality for the period 2026 - 2035 (Program).

The government assigns the Ministry of Education and Training full responsibility for the content, information, data, reports, proposals, recommendations, and procedures, ensuring compliance with the law.
The Ministry of Education and Training fully incorporates the opinions of the Government members to finalize the submission dossier; the Minister of Education and Training is authorized by the Prime Minister to sign the Government's submission to the National Assembly for consideration and decision on the investment policy for the Program as prescribed; ensuring quality and progress as required.
According to education administrators, the development of a National Target Program on modernization and improvement of the quality of education and training is a strategically significant policy, reflecting the Party's new vision in a period when the country is entering a phase of rapid and sustainable development based on science and technology , innovation, and comprehensive digital transformation.
This program creates the mechanisms, resources, and synchronized involvement of the entire political system to truly make education and training a "top national priority." This is not just a single investment project, but a comprehensive, long-term, interdisciplinary program aimed at ensuring that all citizens have equal access to quality, modern education, from preschool to university, vocational education, and lifelong learning.
The program will contribute to narrowing the quality gap between regions, promoting digital transformation in management, teaching, and quality assurance, while creating breakthroughs in infrastructure, equipment, digital libraries, subject classrooms, teacher housing, etc.
Administrators believe that, in the current context, the education sector must innovate more strongly than ever before. The implementation of the 2018 General Education Program, the shift in the labor market, the demand for high-quality human resources in the age of artificial intelligence, green transformation, and the knowledge economy… are posing significant challenges. Without a national target program with a comprehensive scope and commensurate resources, it will be difficult to ensure synchronization between policy, investment, and management, especially at the local level...
