Proposal to publicly name ministries and branches that are slow to resolve voters' petitions

(Dan Tri) - Faced with the paradox that voters' petitions are often answered but the actual resolution is still low, National Assembly delegates proposed to periodically publicize the progress of resolution and clearly state the names of ministries and branches that are slow to resolve.

Speaking at the morning discussion session on December 9 about the results of monitoring the settlement of voters' petitions sent to the 9th session of the 15th National Assembly, delegate Nguyen Thi Viet Nga ( Hai Phong ) acknowledged the receptiveness and actions of ministries and branches that have made progress, creating changes in many areas of interest to voters.

However, the female delegate pointed out the paradox of "many answers but little actual resolution".

She cited that out of more than 1,472 petitions from voters, only 11.9% were resolved by issuing documents - the tool with the highest legal value; 14.1% were resolved by inspection, examination, and actual handling. The remaining 74% of petitions, equivalent to more than 1,000 petitions, only stopped at the level of explanation and information provision.

"This shows that many petitions are not handled properly and have not created the practical changes that voters desire," said the Russian delegate.

According to her, people do not need a long explanation, they need a clear solution to the problems they are facing.

In addition, Ms. Nga said that there are still many recommendations that have lasted for many sessions while these are recommendations that directly affect millions of people such as: the delay in issuing the List of specific occupations in education ; the failure to amend Decree 84/2020 and Circular 22/2021 on student assessment; Policy to support preschool teachers who have left work...

Referring to the hot field that voters have repeatedly petitioned but the resolution has not met expectations, the female delegate of Hai Phong City stated that education is the field with the most repeated petitions. Among them, there are many petitions related to the delay in amending student assessment methods; the delay in issuing policies for preschool teachers...

Based on the above facts, Ms. Nga suggested that the Government direct ministries and branches not to reuse common response forms and clearly define responsibilities, tasks, and deadlines for completing the settlement of voters' petitions.

In addition, according to Ms. Nga, priority should be given to resolving groups of petitions that have a major impact on people, especially groups of issues in the fields of: Education and training; agriculture; religion, beliefs and social security policies...

The delegate proposed to periodically publicize the progress of petition resolution and any issue that is being handled slowly must clearly state the name of the ministry, the deadline for resolution, and the reason for the delay.

Sharing the same view, delegate Nguyen Tam Hung (HCMC) pointed out that in reality, there were petitions that had been answered but the level of satisfaction of voters was not high; the answers were in accordance with regulations but did not resolve the bottleneck, leading to voters having to make petitions many times.

“What people expect is not only a complete legal answer, but also solutions that are practical and have a concrete impact on their legitimate rights. Therefore, what needs special attention is not only responding to petitions but also solving them in a substantive way, measured by practical effectiveness,” Mr. Hung stated.

Mr. Hung also pointed out the fact that there are groups of petitions that have been repeated by people in many meetings despite having received responses from the Central Ministries and branches. This shows that the biggest barrier is not in the reception or response stage, but in the implementation stage.

The delegate suggested that the National Assembly and the Committee on People's Aspirations and Supervision consider establishing a special monitoring and supervision mechanism for repeated petitions, clearly stating the main responsible agency, the reasons for slow implementation and the completion deadline.

He also requested the Government and ministries to prioritize resolving groups of petitions directly related to people's essential spending, social security and the stability of the economic and financial market, and at the same time publicize the handling roadmap, progress and results for people to monitor.

These issues include: Prices of goods and materials; management of the drug, milk and functional food market; management of the gold and credit market; ensuring social housing, employment and social security after administrative unit rearrangement; work to prevent corruption and waste, especially management of public assets after administrative apparatus rearrangement...
