Contributing ideas to the national target program on modernization and improving the quality of education and training for the 2026-2035 period in the discussion session on the afternoon of December 2, delegate Nguyen Hoang Bao Tran (HCMC) proposed many solutions to develop the teaching staff.
According to her, specific support policies for this team must be determined in the direction of "retaining people through opportunities, not just through allowances".
From there, the female delegate proposed three key support groups.

One is to support teachers' housing according to minimum standards, because in the highlands and islands, many teachers still have to live temporarily, lacking electricity and water. "We need to invest in standard public housing, not luxurious but safe and with basic amenities," said Ms. Tran.
Second is the policy of supporting scholarships for teachers’ children. This is a humane policy, creating peace of mind, reducing the burden on families, and encouraging teachers to stay committed, according to the female delegate of Ho Chi Minh City.
Another issue mentioned by delegate Tran is addressing inequality in educational opportunities - not only in mountainous areas but also in the heart of urban areas.
According to her, not only in remote areas but also in urban areas or central areas, the education of children of workers in industrial parks and export processing zones also faces many difficulties.
“The rented houses are cramped, the living environment is not guaranteed, parents work overtime continuously, the income is unstable, not enough time to take care of and support their children's studies. Most of the children's families only live in 10-12m² rented rooms, the children do not have space to study, lack social connections, and do not have access to extracurricular activities,” the delegate stated the reality.
She suggested that the National Target Program must clearly identify children of workers as a group that needs priority support, not as a general group.
Specifically, the female delegate suggested that in addition to scholarships, there should be policies to support the construction of public schools near industrial parks, organize boarding school models for workers' children, and create community learning spaces in boarding houses...
Agreeing with the direction of standardizing and comprehensively modernizing the education and training system, delegate Nguyen Tam Hung (HCMC) proposed to add more clarity to the goal of narrowing the gap in facilities, education quality and learning opportunities between urban - rural - mountainous - island - ethnic minority areas.

“In the past, there was a big difference between regions. If this goal was not set from the beginning, resources would easily be concentrated on good areas, while weak areas remain weak,” Mr. Hung said.
Along with that, the delegate proposed adding an allocation and disbursement mechanism linked to measurable output indicators such as: the number of solid classrooms put into use, the rate of qualified teachers, the number of learners benefiting from capacity building programs, and the level of digital transformation of educational institutions.
Allocating capital according to output will overcome the request-grant mechanism, promote progress and increase the efficiency of investment budget collection, according to Mr. Hung.
Regarding the development of teachers and learners, delegate Hung emphasized the need to supplement mandatory training and fostering content on digital transformation capacity, artificial intelligence, information security, digital teaching and learning methods and digital school management.
According to him, digital transformation is an inevitable trend. If we do not invest heavily in human factors, investment in facilities and equipment will not be effective in teaching and learning practices.
