On February 16, the Ministry of Public Security said that it had completed the draft Circular detailing a number of articles and measures to implement the Law on Identification to solicit comments from agencies, organizations and individuals.
This draft Circular details a number of articles and measures to implement the Law on Identification, including the following contents: Receiving and processing information about identification of agencies, organizations and individuals; Contents shown on the identification card regarding information about place of residence; Issuing, changing and re-issuing identification cards for cases where there is no or cannot fully receive the information specified in Clause 2 and Clause 3, Article 18 of the Law on Identification; Confirming information on the 9-digit ID card number with the personal identification number; canceled personal identification number with the re-established personal identification number; Organizing the collection of applications for issuance, changing and re-issuing mobile citizen identification cards when necessary...
Content shown on the ID card for information about place of residence
According to the draft Circular, the residence information shown on the ID card is the permanent residence information of the cardholder in the National Population Database.
In case the person requesting the issuance, exchange or re-issuance of an identity card does not have a permanent residence but has a temporary residence, the information on the place of residence shown on the identity card is the information on the temporary residence of the person granted the card in the National Population Database.
In case the person requesting the issuance, exchange or re-issuance of an identity card does not have a permanent or temporary residence due to not meeting the conditions for permanent or temporary residence registration, the information on the place of residence shown on the identity card is the current place of residence of the cardholder which has been updated in the National Population Database.
In case the person requesting the issuance, exchange or re-issuance of an ID card does not have information about their place of residence in the National Population Database, the ID Management Agency shall be responsible for guiding the citizen to carry out the procedures for permanent residence registration, temporary residence registration or declaration of residence information.
Organize the collection of applications for issuance, exchange, and re-issuance of mobile ID cards when necessary.
The draft Circular stipulates that the identity management agency shall issue, change, and reissue identity cards at agencies and organizations when there is a written request and the identity management agency has sufficient conditions in terms of means, technical equipment, and human resources to perform.
The identification management agency shall issue identification cards at the citizen's place of residence in cases where the elderly, sick, ill, or disabled are unable to travel and the identification management agency has sufficient means, technical equipment, and human resources to carry out the procedures.
Confirm 9-digit ID card information with personal identification number
The 9-digit ID card number information is encoded and integrated into the QR code on the ID card. Agencies, organizations and individuals scan the code and retrieve information about the citizen's 9-digit ID card number when required to exploit and use it to handle administrative procedures, public services, transactions and other activities.
Citizens request confirmation of 9-digit identity card information with personal identification number; canceled personal identification number with re-established personal identification number directly at the Identity Management Agency where the citizen resides or send a request via the national public service portal, the Ministry of Public Security's public service portal or via the National Identification Application.
In case the information on the 9-digit identity card number and personal identification number that has been canceled and re-established is updated in the National Population Database, within 03 working days, the identity management agency where the citizen resides is responsible for issuing a confirmation of information on the 9-digit identity card number and personal identification number.
In case the 9-digit ID card number information has not been updated in the National Population Database, within 5 working days, the identification management agency where the citizen resides is responsible for looking up and verifying to issue confirmation of information on the 9-digit ID card number and personal identification number.
In case of refusal to issue confirmation, respond to the citizen in writing and state the reason.
