Implementing the Plan to implement Decision No. 726/QD-TTg of the Prime Minister approving the Project "Policy to attract, utilize talents, and cooperate in performing tasks for the Vietnam People's Army until 2030, with a vision to 2050", the Ministry of National Defense is researching and developing a draft Decree of the Government regulating the policy to attract and utilize talents for the Vietnam People's Army.
In addition, the Ministry of National Defense also collected opinions from organizations and individuals to continue revising and perfecting the draft.
The most prominent point in the draft decree is the special financial mechanisms applied to those who are attracted to the payroll and those who are working in the military but are considered talented.
In addition to enjoying salary and housing policies, the above subjects also enjoy many policies on bonuses and allowances.

Regarding housing, the priority subjects are allowed to rent public housing with a minimum of 60m² of townhouses with a construction land area of 60m² or apartments with a usable area of 60m², the maximum cost for interior equipment is 150 million VND. The maximum amount that subjects are allowed to rent with townhouses with a construction land area of up to 150m² or apartments with a usable area of up to 145m², the maximum cost for interior equipment is 200 million VND.
In case they do not have official housing but have to rent a house, they will be supported with rent to live in. These subjects are also given priority to participate in housing and land projects; they are given the highest priority among the group of cadres, civil servants and public employees who are allowed to buy social housing.
Regarding bonuses, the subject is entitled to a one-time bonus of at least 6 times the current salary from the results of scientific research, inventions, useful solutions, trademarks, and industrial designs applied to military activities, bringing high efficiency but not commercialization.
Special allowance to attract talent for the Army
The draft proposes that excellent graduates will receive an additional monthly allowance of 250% of their current salary for a period of 5 years. Other candidates will receive an additional allowance of 350% of their current salary for a period of 5 years from the date of recruitment decision by the Minister of National Defense.
In addition, the draft also provides cases eligible for higher additional support allowances, from 400-500% of current salary.
Accordingly, the support allowance is equal to 500% of the current salary for professors and associate professors when they preside over advising, proposing policies and solutions or have breakthrough scientific research works in strategic and key sectors at the national or international level that are applied in practice with high efficiency, ministerial-level chief architects, project chief architects; equal to 450% of the current salary for people with doctoral degrees, level II specialist doctors, level II specialist pharmacists, experts, managers, and business administrators when they preside over advising, proposing policies and solutions or have breakthrough scientific research works; equal to 400% of the current salary for people with master's degrees, level I specialist doctors, level I specialist pharmacists when they preside over advising, proposing policies and solutions or have breakthrough scientific research works.
In special cases where it is necessary to attract people to work in key areas of the Army but not the above subjects, they will receive a support allowance equal to 400% of their current salary.
In addition to the increased allowance, the Minister of National Defense, based on the results of the annual task performance assessment through the quantity, quality and progress of products/work, decides to increase the allowance by 50-100% of the current salary for individuals with outstanding achievements.

Additional allowance equal to 550% of salary for chief architect
Regarding the additional allowance for the subjects of meritocracy, officers, professional soldiers, defense civil servants, defense workers and officials, from the date of the decision of the Minister of National Defense on the application of the policy of meritocracy in military personnel, they will receive an additional monthly allowance equal to 400% of their current salary.
Cases eligible for higher additional allowances include: professors and associate professors who preside over consulting and proposing policies and solutions or have breakthrough scientific research projects in strategic and key sectors at the national or international level that are applied effectively in practice; ministerial-level chief architects and project chief architects are entitled to additional allowances equal to 550% of their current salary.
Additional allowance equal to 500% of current salary for people with PhD degrees, level II specialist doctors, level II specialist pharmacists, experts, managers, and business administrators when presiding over consulting, proposing policies, solutions, or having breakthrough scientific research works.
Additional allowance equal to 450% of current salary for people with master's degree, level 1 specialist doctor, level 1 specialist pharmacist when presiding over consulting, proposing policies, solutions or having breakthrough scientific research works.
In special cases, those working in key areas of the Army but not the above subjects will receive a support allowance equal to 450% of their current salary.
In addition to the increased allowance, the Minister of National Defense, based on the results of the annual task performance assessment through the quantity, quality and progress of products/work, decides to increase the allowance by 50-100% of the current salary for individuals with outstanding achievements.
