Proposal to provide allowances up to 550% of current salary to attract talent to the army

The Ministry of National Defense is seeking opinions from organizations and individuals on the draft decree of the Government regulating policies to attract and utilize talents for the Vietnam People's Army.

The most prominent point in the draft decree is the outstanding financial mechanisms applied to those who are attracted to the payroll and those who are working in the military but are considered talented.

"Huge" allowance level to reward talented people

Accordingly, in addition to enjoying salary and housing policies, the above subjects also enjoy many policies on bonuses and allowances.

Regarding bonuses, the minimum one-time bonus is 6 times the current salary from the results of scientific research, inventions, useful solutions, trademarks, industrial designs, applied to military activities, bringing high efficiency but not commercialization.

Regarding the additional allowance for the subjects of meritocracy, officers, professional soldiers, defense civil servants, defense workers and officials, from the date of the decision of the Minister of National Defense on the application of the policy of meritocracy in military personnel, they will receive an additional monthly allowance equal to 400% of their current salary.

For professors and associate professors who preside over consulting and proposing policies and solutions or have breakthrough scientific research projects in strategic and key sectors at the national or international level that are applied in practice with high efficiency; ministerial-level chief architects and project chief architects, the salary is 550% of the current salary.

Equal to 500% of current salary for people with doctoral degrees, level II specialist doctors, level II specialist pharmacists, experts, managers, and administrators; equal to 450% of current salary for people with master's degrees, level I specialist doctors, level I specialist pharmacists

Special cases working in key military fields that are not the above subjects are entitled to a support allowance equal to 450% of the current salary.

For those recruited into the military, the level of treatment is also very high. Accordingly, if they have the above achievements, excellent graduates will receive a monthly support allowance equal to 250% of their current salary for 5 years of recruitment.

Professors, associate professors, chief architects at ministerial level, chief project architects are paid 500% of the current salary; 450% of the current salary for those with a doctorate, level II specialist doctor, level II specialist pharmacist, experts, managers, and business administrators; 400% of the current salary for those with a master's degree, level I specialist doctor, level I specialist pharmacist.

Special cases that do not fall under the above categories are entitled to a support allowance equal to 400% of the current salary.

In addition to the increased allowance, the Minister of National Defense shall, based on the results of the annual task performance assessment through the quantity, quality and progress of products and work, decide to increase the allowance by 50 - 100% of the current salary for individuals with outstanding achievements.

The draft decree clearly defines a very broad target audience, including Vietnamese people at home and abroad, as well as foreigners.

The subjects to be recruited into the military include: cadres, civil servants, and public employees; individuals who are Vietnamese in the country and abroad who are not cadres, civil servants, or public employees, including: chief engineers, chief architects, experts, managers, business administrators, leading scientists, excellent graduates, talented young scientists, talented young engineers, and people with high professional qualifications.

The subjects to be attracted to sign labor contracts to perform a number of important and key tasks of the army include the above subjects (except for cadres, civil servants, and public employees); people of Vietnamese origin residing abroad; and foreigners.

The subjects of talent recruitment include: officers, professional soldiers, defense civil servants, workers and defense officials working in the army.

However, the criteria for applying this policy are very strict, requiring individuals to have national or international research awards or have exceptionally outstanding work achievements, or have initiatives and breakthrough solutions that create products and specific results of high value, making important contributions to the development of the industry or field...
