The requirement for a driving license renewal application has been abolished to simplify the renewal procedure. In addition, the information declared in the application has been automatically replaced by electronic data (on the basis of the National Population Database and traffic safety database systems).
Citizens can use selfies or photos from ID data when applying for renewal, and citizens with level 2 identification (on the National Identification application, VneTraffic traffic application or other applications of the Ministry of Public Security ) can apply for a driver's license renewal entirely online. One month before the driver's license expires, the application will notify the account holder and conduct a health check, the results of the electronic health check will be updated on the system and when the license expires, it will be automatically renewed or renewed.
According to the draft Circular, the time for administrative procedures on granting, exchanging, and re-issuing driving licenses will be reduced. Regarding the driving test, through the practice of ensuring traffic order and safety, the Traffic Police Department has found it necessary to supplement both driving skills, vehicle control and raising awareness of vehicle drivers. Therefore, the driving test will focus on improving driving skills, recognizing traffic rules, handling basic situations to prevent accidents... As for raising awareness of vehicle drivers, the Traffic Police force will continue to implement through propaganda, dissemination of laws, handling violations, handling traffic accidents and other measures.
The draft Circular has some changes as follows: Car driving test is adjusted in the direction of eliminating the simulation test, increasing the number of practical tests on the road; regulating the practical test time to be 15 minutes to ensure consistency in the organization. Traffic safety violations with high risk of causing accidents will have the test suspended to improve safety requirements.
Add a comprehensive test in the motorcycle test to more fully assess the candidate's driving skills and traffic handling skills.
