Departments and branches have reviewed, issued, amended and abolished the list of administrative procedures to streamline procedures and conform to their authority. The province has announced 260 administrative procedures (including 13 new procedures, 240 amended and supplemented procedures and 7 abolished procedures).
An important spearhead in the reform of administrative procedures of the province is the promotion of the implementation of Resolution No. 66/NQ-CP on reducing and simplifying administrative procedures related to production and business activities. Out of a total of 2,238 administrative procedures at 2 levels (1,885 at the provincial level, 353 at the communal level), the province has reduced the processing time for 1,141 procedures, with the total processing time shortened from 22,927 working days (according to the Ministry's regulations) to 14,844 working days.
As for the group of procedures related to production and business, including 1,029 procedures, 626 procedures (accounting for 60%) have been reduced, shortening the total time from 9,267 working days to 5,979 working days. This shows that the province always cares and creates the most favorable conditions for businesses, thereby stimulating production and business in the area.
Along with cutting down on procedures, Quang Ninh focuses on digital transformation in handling public work. The whole province currently provides 2,163 online public service procedures, reaching 96.6%, of which 1,604 procedures are fully implemented and 559 procedures are partially implemented.
At the Provincial Public Administration Service Center, in the first 10 months of 2025, 33,015 records were received, of which 25,014 records were resolved, with the rate of early and on-time resolution reaching 98.7%. The rate of records using online public services compared to records received for resolution reached 97.9%; the rate of digitized records was 91.5% and 21,740 electronic results were returned. The use of the second seal to carry out the process of handling administrative procedures according to the principle of "5 steps on-site" and "5 steps in the electronic environment" continues to be implemented to ensure from the step of receiving to the step of signing approval, stamping/digitally signing the results of handling administrative procedures. There have been 4,496 documents and results using the second seal; 2,031 results of handling administrative procedures using the second digital certificate issued at the Provincial Public Administration Service Center.
The commune-level public administration center in the area received 53,553 files, processed 45,777 files with a timely rate of 96.8%, the rate of online public services reached 98.3% and the rate of digitalization was almost complete (99.8%). These results show that "going to the core and key points" in handling administrative procedures has become a practical tool to facilitate people.
The assessment results of the Index of Direction, Administration and Service Quality for People and Enterprises according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister show that, in the component indexes, the province achieved high scores in the indexes, such as: Digitization of records reached 20.5/22 points; progress and results of settlement reached 18.1/20 points; progress in online payment reached 9.2/10 points; the rate of administrative procedures providing online public services reached 8.1/12 points... These indexes show that the province has created a substantial change in service capacity.
Quang Ninh's focus on the core and key points of administrative procedure reform has brought about clear results: procedures are more streamlined, processing time is shortened, online and digital public services reach a high rate, the rate of files resolved before and on time remains at a very high level... This contributes to improving the effectiveness and efficiency of state management and creating convenience for people and businesses in the area.
