A series of vehicles did not enter the port for a whole month.
On July 30, Binh Dinh Bus Station Joint Stock Company sent a document to the Department of Transport regarding the situation of vehicles of transport enterprises not following the schedule, skipping trips, and skipping stations.
According to this unit, through monitoring the actual situation of vehicles of transport enterprises in and out of the province operating on designated passenger transport routes, with departure and arrival stations at Quy Nhon Central Bus Station. Comparing with the vehicle schedule approved by the route management agency, it was noted that many vehicles of the enterprises did not comply with the registered vehicle schedule in the plan, missed many trips, and did not pick up or drop off passengers at the bus station.

In addition, many vehicles of enterprises have stopped moving, performing less than 70% of the number of trips registered in the month; some vehicles have been absent for more than 60 days; and some drivers have completely stopped operating since 2023.
For example, vehicle with license plate 81B-017.61 of K.Bang Transport Cooperative registered 20 trips/month from Pleiku City ( Gia Lai Province) to Quy Nhon, but from June to July 15, it did not enter Quy Nhon Bus Station even once.
Similarly, vehicle with license plate 79B-034.19 of Hoa Binh Transport Cooperative registered for a fixed route from Nha Trang Bus Station (Khanh Hoa Province) to Quy Nhon Bus Station, but since the beginning of June until now, it has not entered the station despite registering 30 trips/month. These vehicles have not entered Quy Nhon Bus Station for many months.
In addition, according to statistics in June 2024, Quy Nhon 2/9 Road Transport Cooperative has 2 vehicles with license plate 77F-001.64 (Quy Nhon - Nha Trang route) and vehicle with license plate 77B-015.76 (Quy Nhon - Pleiku route) although registered for 20 trips/month to Quy Nhon Bus Station, but did not make any trips the whole month.
Vehicles with license plates 77F-003.46, 77B-019.08, 77B-012.44, also of Quy Nhon 2/9 Road Transport Cooperative, performed less than 70% of the number of registered trips to the station during the month.
According to Binh Dinh Bus Station Joint Stock Company, Tataco Cooperative also has 3 vehicles (license plate 77F-006.03, 77B-008.93, 77B-011.07) registered for a fixed route from Quy Nhon Bus Station to Quang Ngai and Phan Thiet, but in the whole month of June, there were no trips to the station.
According to this unit, in June 2024, there were 15 vehicles and 2 units registered for fixed routes from Quy Nhon Bus Station but did not enter the station or performed less than 70% of the registered trips. From July 1 to 14, there were 20 vehicles and 2 units that also left the station or did not ensure the number of trips.
Consider revoking badges
According to Mr. Nguyen Duc Nhan - Director of Binh Dinh Bus Station Joint Stock Company, the fact that the company's vehicles frequently miss trips, leave stations or do not perform the registered routes causes difficulties in management, operation and provision of passenger transport services at the bus station.
"We request the Department of Transport of Binh Dinh province to direct and review the approved routes for businesses to operate but the vehicles have stopped operating or have been inactive for a long time. The Department of Transport has a document to stop operating the routes that businesses do not operate so that other transport businesses in need can register to operate, in order to strengthen the order of fixed passenger transport on the routes, contributing to ensuring traffic safety and order," Mr. Nhan shared.

Speaking with Giao Thong Newspaper, the leader of the Transport Management Department (Binh Dinh Department of Transport) said that Clause 6, Article 20 of Decree No. 10 of the Government stipulates: "After 60 days from the date of successful route registration notice, if the enterprise or cooperative does not put the vehicle into operation, the successful route registration notice will no longer be valid."
"Regarding the list of passenger vans registered for fixed routes but not entering the station as reported by bus stations in the province, the Department of Transport has sent a document to rectify the violating vehicles to transport enterprises and cooperatives.
Accordingly, the Department of Transport requires businesses to notify the suspension of vehicle operations, register to reduce the number of operating vehicles or stop operating routes and withdraw the badge and return it to the Department according to regulations. On that basis, the Department of Transport has issued notices to stop the number of vehicles (times) leaving the station and stop operating routes according to regulations," he said.
Also according to this unit, recently, the Department of Transport has directed the Department Inspectorate to coordinate with functional forces to organize inspections and strictly handle violations related to fixed-route passenger transport activities.
As a result, in 2023, 11 cases were administratively sanctioned with a total fine of 33.6 million VND, and 5 cases had their driving licenses revoked. In the first 6 months of 2024, 2 cases were administratively sanctioned with a total fine of 10 million VND, and 1 case had its badge revoked.
The leader of the Department of Transport of Binh Dinh province said that in the coming time, the Department's specialized departments will review and advise on the handling of the withdrawal of successful route registration notices and the withdrawal of badges issued to vehicles operating on the route in cases where the registered route has only 1 node (driver) or all nodes (drivers) of the route in 1 month perform less than 70% of the total number of registered trips according to regulations.
From 2023 to the end of June 2024, the Binh Dinh Department of Transport has reminded 19 inter-provincial fixed-route passenger buses and 10 intra-provincial buses that did not properly implement the plan for operating registered passenger transport routes by car. The Department of Transport has issued a notice to stop operating 7 fixed-route passenger transport routes for 5 transport enterprises and revoked the badges of 14 fixed-route passenger buses due to violations.
