"Bright spots" in land clearance

With land clearance volume reaching over 123 hectares for 14 projects assigned in the 2026 plan, along with hundreds of hectares for ongoing business projects, Truong Lam is becoming a "hot spot" for land clearance. However, through synchronized and flexible approaches, the locality is gradually removing bottlenecks, creating momentum for large projects to be implemented on schedule.

Infrastructure in the resettlement area of ​​Hamlet 7, Truong Lam Commune, serves the North-South high-speed railway project in Truong Lam Commune.

In the implementation of land clearance work in Truong Lam commune, the Economic Department of the Commune People's Committee is identified as the core force, playing a key role in advising, coordinating, and directly resolving bottlenecks arising during the implementation process. Since the beginning of the year, the unit has focused on reviewing all ongoing land-use projects, including those from previous years, in order to promptly identify difficulties and obstacles and proactively address them or report to competent authorities for resolution, ensuring progress as required.

Simultaneously, the Economic Department proactively works with each investor to agree on the land clearance plan and schedule. Based on this, it advises the Commune People's Committee to sign commitments for implementation and prioritizes key projects. Monthly meetings are maintained to review progress and promptly address any emerging bottlenecks. The unit also strengthens the process of determining land ownership, providing a basis for the preparation and appraisal of compensation, support, and resettlement plans, ensuring accuracy and transparency. Furthermore, public awareness campaigns are intensified, leveraging the role of the Fatherland Front and other organizations in fostering consensus and minimizing complaints.

Mr. Dau Van Hung, Head of the Economic Department of Truong Lam Commune People's Committee, said that despite the large workload and limited professional staff, the team of officials and specialists have worked diligently and intensely to ensure progress, often working day and night. In addition, the locality has paid special attention to understanding the thoughts and aspirations of the affected people, especially those households slated for resettlement, thereby effectively implementing propaganda and mobilization efforts.

For example, the North-South high-speed railway project passes through the commune for a length of approximately 9.6km, affecting 6 villages. Recognizing this as a large-scale project with far-reaching impacts, the local government proactively implemented public relations work from an early stage. Instead of waiting until land inventory and acquisition to disseminate information, village meetings and dialogues with residents were held regularly from the moment the project was announced, thereby creating unity in understanding and action.

Based on the practical experience of gathering people's opinions, Truong Lam commune clearly defined the principle: "Providing new housing" must be prioritized before "acquiring the old land." On this basis, two resettlement areas serving the project have been implemented: the resettlement area in Hamlet 7 (3.6 hectares) and the resettlement area in Truong Son Hamlet (3.95 hectares). By the end of April 2026, the resettlement area in Hamlet 7 had completed nearly 50% of its work, and the resettlement area in Truong Son Hamlet had reached approximately 70%; the local authorities are focusing on expediting the process and striving for basic completion by June 2026.

To date, land clearance work in the area has yielded very positive results. As of April 15th, the locality had completed land clearance for 65.3 hectares, reaching 52.81%. Of the 33 enterprise projects using land with a total area of ​​411.3 hectares requiring land clearance, 331.1/411.3 hectares have been cleared, reaching 80.51%. Many projects have implemented land clearance in a timely manner, such as: the investment project for the construction and exploitation of infrastructure in Industrial Park No. 3; the exploitation of limestone and clay for cement raw materials in Truong Lam commune; and the DST Nghi Son steel rolling mill project in Industrial Park No. 4...

Mr. Do Van Hung, Vice Chairman of the People's Committee of Truong Lam commune, said: "The locality has identified land clearance as a key task, directly contributing to serving investment projects and socio-economic development in the 2026-2030 period. Accelerating land clearance not only creates favorable conditions for projects to be implemented according to plan, but also contributes to significantly improving the investment environment, enhancing the competitiveness of the province and locality, while increasing budget revenue, attracting resources, and creating more jobs for the people."

To realize this goal, the Party Committee and the government of Truong Lam commune will continue to strengthen propaganda and mobilization efforts, promptly understanding the thoughts and aspirations of people in the affected areas. At the same time, they will focus on completing the infrastructure of resettlement areas in a synchronized manner, ensuring conditions for people to stabilize their lives before handing over the land. In addition, the assignment of specific tasks to each department and each project will be tightened, coupled with regular inspection and supervision, thereby improving the efficiency of implementation and creating a clear transformation in land clearance work, especially for large projects.
