Visiting the construction site of Mr. Pham Quoc Linh's house in Xuan Dai residential area, Kim Tra ward, we could clearly sense the family's worries and anxieties. Sharing about the journey of building the house, Mr. Linh said: "My wife and I worked hard for many years, saving up enough money to buy the land. Construction started in February of this year, but since then the price of building materials has been increasing every day, making it impossible for us to afford it, and we plan to postpone it for a few more years before completing the house."
Faced with these circumstances, Mr. and Mrs. Pham Quoc Linh received support from the local government and organizations, enabling them to access a preferential loan from the Social Policy Bank (NHCSXH) in Huong Tra. With the capital in hand at this crucial time, the couple confidently continued purchasing building materials and signing contracts with construction companies to realize their lifelong dream. "Without this capital, the house would certainly have been difficult to complete this year," Mr. Linh shared.
Not only does it support the poor, the social housing fund implemented by the Kim Tra ward government in coordination with the Huong Tra branch of the Vietnam Bank for Social Policies is a "lifeline" for civil servants and officials with stable incomes who find it difficult to accumulate a large sum of money to build a house at a time when building material prices are rising sharply. Ms. Le Thi Hai, residing in Thuong Khe residential area, Kim Tra ward, who recently received a loan, expressed: "With a preferential interest rate of 5.4% per year and a long loan term of up to 25 years, the monthly repayment pressure is divided into smaller installments, suitable for the current salaries of civil servants. This helps us to own a decent house while ensuring living expenses for our family. This is a humane policy that gives us more motivation to work with peace of mind and contribute to the locality."
Mr. Ho Le Hoang Thinh, Chairman of the Kim Tra Ward People's Committee, said: "Faced with the pressures people are facing due to rising construction costs, the local government has coordinated with the Huong Tra branch of the Vietnam Bank for Social Policies to implement a social housing loan program. This is not simply about disbursing preferential capital, but about implementing a key social welfare policy of the Party and the State. Locally, we focus on directing organizations and associations to cooperate with the bank to ensure that the eligibility criteria are met, and to guarantee transparency in supporting people's timely access to capital. This is also a way to promote local economic development."
Each newly built home has instilled great confidence in low-income earners, workers, and war veterans through practical incentives such as low interest rates (approximately 5.4% per year), long loan terms, and loan limits up to 80% of the contract value. This helps low-income earners and workers realize their dream of owning a home, reduce their financial burden, and improve their lives.
