Dien Bien strengthens the leadership of the Provincial People's Council and People's Committee

Accordingly, delegates elected an additional Vice Chairman of the Provincial People's Council and a Vice Chairman of the Provincial People's Committee; dismissed a number of positions according to regulations on personnel work, in order to perfect the leadership team of elected agencies and local authorities for the 2021-2026 term.

With high consensus, the 15th term People's Council of Dien Bien province elected Ms. Cao Thi Tuyet Lan, member of the Provincial Party Standing Committee, Head of the Provincial People's Council's Culture and Social Affairs Committee, to hold the position of Vice Chairwoman of the Dien Bien Provincial People's Council for the 2021-2026 term. The additional election aims to complete the structure of the Provincial People's Council Standing Committee, meeting the requirements of the tasks in the coming period.

The meeting also dismissed Mr. Pham Duc Toan from the position of Permanent Vice Chairman of the Provincial People's Committee to take on a new assignment according to the decision to transfer and assign him to the position of Head of the Organizing Committee of Dien Bien Provincial Party Committee; elected Mr. Nguyen Minh Phu, Director of the Department of Culture, Sports and Tourism, to hold the position of Vice Chairman of the Dien Bien Provincial People's Committee, term 2021-2026.

The personnel resolutions passed at the session all ensured the prescribed procedures, principles and authority, demonstrating the high consensus of the Provincial People's Council delegates in consolidating and improving the operational efficiency of the leadership apparatus of Dien Bien province.

At the meeting, delegates voted to approve Document No. 6340/TTr-UBND of the People's Committee of Dien Bien province on adjusting the medium-term public investment capital plan for the period 2021-2025 and the 2025 plan (phase 5). The total capital adjusted and supplemented in this phase is more than 171 billion VND. Accordingly, capital from land use revenue will be adjusted down by more than 77 billion VND of 5 projects to increase correspondingly for 11 projects. Capital in the local budget balance will be adjusted down by nearly 94 billion VND of 40 projects to increase correspondingly for 15 projects. This demonstrates the province's determination to remove obstacles and speed up disbursement progress in the final months of the planning period.

At the meeting, Mr. Lo Van Cuong, Vice Chairman of Dien Bien Provincial People's Committee, said that by the end of October 2025, the progress of disbursement of local budget capital had only reached 49.5%, significantly lower than the set requirements. The main reasons were difficulties in project site clearance, prolonged investment procedures, and limited implementation capacity in some projects; on the contrary, many projects had been completed but had not been allocated enough capital for payment, putting pressure on the settlement progress.

Based on the review, the Provincial People's Committee proposed that the Provincial People's Council allow capital transfers between projects to ensure the allocation of resources "in the right place, at the right time". Accordingly, capital revenue from land use is adjusted down for projects that cannot be implemented or have been suspended, to supplement more urgent tasks such as reviewing and adjusting the Dien Bien Provincial Planning for the period 2021-2030; preparing to invest in the Son La - Dien Bien expressway; upgrading the route from National Highway 12 to A Pa Chai border gate... At the same time, the Provincial People's Committee proposed that the Provincial People's Council resolve to allocate additional capital for completed but underfunded commune police headquarters and school projects, in order to ensure the completion of documents and prevent overdue debts from arising in basic construction.

Regarding the capital source in the local budget balance, the adjustment focuses on handling projects that cannot be disbursed within the year to transfer capital to completed projects, anti-landslide projects or urgent works serving people's lives. This approach is assessed by the Provincial People's Council as suitable to reality, both promoting disbursement progress and ensuring the effective use of public investment capital in the context of limited resources.

The leaders of the People's Committee of Dien Bien province also affirmed that the adjustment was carried out in accordance with the principles, did not change the total medium-term capital approved by the Provincial People's Council and fully complied with the provisions of Decree 275/2025/ND-CP. The recently passed Resolution will create important conditions for Dien Bien province to accelerate the implementation of key projects, increase the disbursement rate of public investment capital in 2025, contributing to promoting economic growth and completing the development goals of the term.

In addition to the adjustment of more than 171 billion VND of public investment capital, at the meeting, the People's Council of Dien Bien province also approved many other important Proposals of the Provincial People's Committee, including: regulations on the scope of tasks and authorized powers in the field of certification; abolishing Resolution No. 11/2024/NQ-HDND on the authority to purchase for science and technology tasks; amending regulations on expenditure norms and procedures for implementing production development support activities under the National Target Program; supplementing the revenue and expenditure estimates for 2025 from non-refundable aid capital; promulgating policies to support agricultural production after natural disasters and epidemics; regulations on business trip fees and conference regimes; amending a number of articles of current resolutions to better suit management practices.
