With the topic 1 "Resonating local strengths, building a cycle of prosperity: Trade and investment - High-quality agriculture - Human resources", the delegates shared experiences of localities in developing high-quality agriculture, digital economy , finance - banking, smart supply chains and models of linking high-quality human resource training; exchanged and discussed policies and support mechanisms of the two governments to facilitate cooperation between localities in trade and investment, connecting supply chains and human resources.
In the second topic "Journey of Encounter: Connecting Culture, Unleashing Friendship", delegates discussed an overview of Vietnam - Japan cooperation in culture, tourism and people-to-people exchange; support policies of the two governments in cultural links between localities, connecting people, developing tourism; the role of local authorities and agencies, organizations and associations in promoting cultural cooperation, tourism and people-to-people exchange; experiences in promoting heritage resources and developing sustainable tourism of localities; and proposed new cooperation activities to enhance understanding and solidarity between the people of the two countries.
Topic 3 is “Vietnam - Japan Local Innovation: Intellectual Synergy, Enhancing Values, Creating the Digital Future”, delegates focused on discussing an overview of Vietnam - Japan cooperation in the field of high technology and innovation; policies and support mechanisms of the two governments in cooperation in high technology development and innovation encouragement; the role of local authorities, agencies, organizations, and enterprises in connecting and developing the innovation ecosystem between localities in Vietnam and Japan; sharing implementation experiences and cooperation potential in priority areas (digital transformation, artificial intelligence, mobile infrastructure, semiconductors) associated with the strengths and investment attraction needs of localities.
In the final topic "Local cooperation: Enhancing resilience, smart adaptation to climate change", delegates discussed an overview of Vietnam - Japan cooperation in responding to climate change and preventing natural disasters; policies, programs and support tools of the two governments; the current status of climate change impacts in localities and the need for cooperation in developing sustainable urban infrastructure, smart agriculture and improving capacity for natural disaster prevention; introducing advanced technology, sharing experiences in implementing solutions to respond to climate change in localities.
From the assessments, sharing and proposals at the four discussion sessions, Vietnamese and Japanese localities all expressed strong determination in bringing bilateral cooperation into a new, more substantial and effective development phase. Delegates agreed on the need to build flexible mechanisms and connection models suitable to the characteristics of each locality; at the same time, proactively expand cooperation space in areas with great potential such as trade - investment, training of high-quality human resources, innovation, sustainable tourism development and response to climate change.
The frank exchange at this forum not only contributed to concretizing the Prime Minister's direction, but also opened up new directions for the future cooperation process between Vietnam and Japan. This will be an important foundation for the two sides to continue to consolidate understanding, strengthen ties and create practical values, together towards peace, development and long-term prosperity.
Also this afternoon, the Quang Ninh Department of Finance worked with Shiga Province (Japan) to discuss issues related to the implementation of the memorandum of understanding (MOU) between Quang Ninh Province and Shiga Province. Along with that was the ceremony to hand over the cooperation memorandum between agencies, units, businesses, and localities of Vietnam and Japan, and activities to meet and connect Vietnam and Japan.
After a day of urgent, serious and responsible work, the first Vietnam - Japan Local Cooperation Forum concluded in the spirit of sincere, practical and future-oriented cooperation. The commitments, sharing and proposals made at the event not only expanded the connection opportunities between the two countries' localities, but also contributed to strengthening the foundation of the Vietnam - Japan Comprehensive Strategic Partnership. The results of the Forum will continue to be concretized by the parties through practical cooperation programs and activities in the coming time, creating a strong driving force for local socio-economic development and enhancing the bilateral relationship to become increasingly deeper and more sustainable.
