Vietnam is aiming for a dual goal: becoming a high-income developed country by 2045 and committing to net zero emissions by 2050. In that context, Ho Chi Minh City is positioned as a model of green transformation in the digital age with a 3-axis strategic system: Dual Data Ecosystem, Green Digital Citizen Model and 2-level Green Governance System.
At the forum, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang emphasized that the city is ready to be a pioneering center, a place to pilot new strategies and spread successful models to the whole country. As an economic locomotive, Ho Chi Minh City identified three breakthroughs in institutions, infrastructure and human resources as the driving force to successfully implement the dual transformation goal. The city expects to take the lead in developing smart cities, attracting high-tech investment and forming an International Financial Center.
This is the first time the Autumn Economic Forum has been held, continuing the mission of the Ho Chi Minh City Economic Forum, affirming Vietnam's position as a co-creating partner in global initiatives.

Ms. Pauline Tamesis - United Nations Resident Coordinator in Vietnam
Ms. Pauline Tamesis - Resident Coordinator of the United Nations in Vietnam, presented impressive figures: last year, about 2,000 billion USD was invested in clean energy, an increase of nearly 70% within a decade. She raised the issue of connecting green transformation and digital transformation so that these two processes reinforce each other.
Sharing the same view, Professor Young-Sup Joo (Seoul National University) and Mr. Stephan Mergenthaler said that the world is entering an era of great transformation. Experts believe that artificial intelligence (AI) is an effective tool to achieve environmental and social sustainability. However, appropriate investments in digital infrastructure are needed to narrow the gap in AI application between large corporations and small and medium enterprises.

Prime Minister Pham Minh Chinh affirmed that green transformation in the digital age is a strategic choice and top priority.
Concluding the meeting, Prime Minister Pham Minh Chinh affirmed that green transformation in the digital age is a strategic choice and a top priority. The head of the Government clearly stated Vietnam's three consistent viewpoints.
First, all development must be centered on people and businesses, the subject and driving force; progress, social justice and the environment must not be sacrificed for mere growth. Second, Vietnam is committed to being a good friend, a reliable partner and a responsible member in the global green transformation process. Third, it is necessary to combine national strength with the strength of the times, domestic strength with international strength, and the strength of the State with the private sector.
The selection of the Autumn Economic Forum to be held in Ho Chi Minh City demonstrates the City's commitment to striving to become a pioneering model of dual transformation, creating breakthrough growth momentum for the country and the region.
