On the international side, the Government and Ho Chi Minh City invited leaders of governments of countries, leaders of ministries, branches and international localities, along with more than 500 high-ranking guests from innovation centers, international organizations, universities, research institutes and multinational corporations.
The Forum aims to become a space for high-level policy dialogue between the Government of Vietnam and Ho Chi Minh City, international organizations, the business community and academia - a place to share knowledge, initiatives and practical action solutions to promote public-private cooperation, green transformation, digital transformation, towards a smart economy and sustainable development.
Through diverse and multi-dimensional activities, the forum contributes to affirming the pioneering role of Ho Chi Minh City in the process of international integration, smart economic development and innovation, towards the goal of becoming a financial - technology - innovation center of Southeast Asia.
Through the theme “Green transformation in the digital age”, the Autumn Economic Forum 2025 highlighted two new development drivers for the economy that are inevitable in the era: Digital transformation and green transformation. This is an affirmation of Vietnam’s strategic direction in the new era - rapid growth must go hand in hand with sustainable development, applying digital technology alongside environmental protection and focusing on people as the center.

According to the European Chamber of Commerce in Vietnam (EuroCham), Vietnam is in a “strategic shift towards a greener, more sustainable and resilient economy”, and holds “a golden opportunity to become a regional green manufacturing and innovation hub”.
At the same time, Vietnam's digital economy is growing strongly, accounting for 18.3% of GDP in 2024 and aiming to reach 20.5% of GDP in 2025, equivalent to 52 billion USD. With 79.8 million internet users (78.8% of the population) and 127 million mobile connections, Vietnam is considered one of the fastest growing digital economies in Southeast Asia.
Meanwhile, environmental and energy challenges are increasingly urgent. Vietnam has committed to achieving net zero emissions by 2050, requiring more than $2.4 trillion in investment for this roadmap. National energy demand is expected to increase by 12-13% per year until 2025, requiring a strong shift to renewable energy, green production and energy efficiency. The World Bank has warned that if Vietnam fails to act promptly, economic growth could fall by up to 0.33 percentage points of GDP per year between 2025 and 2050.
The Vietnamese Government has issued the Green Taxonomy, identifying 45 sectors eligible for green investment, marking a strong shift from “green in orientation” to “green in action”.
