Adjusting the Conservation Plan for the Ho Chi Minh Memorial Site in Nghe An Province

Deputy Prime Minister Mai Van Chinh signed Decision No. 283/QD-TTg approving the adjustment of the Plan for conservation, restoration and promotion of the value of the special national historical site of the President Ho Chi Minh Memorial Area in Kim Lien, Nghe An province.

Accordingly, the adjusted area is located within the functional zoning of the tomb of Mrs. Hoang Thi Loan; the adjusted area is approximately 6,000 m², of which: 1,429.3 m² belongs to Protection Zone II of the tomb of Mrs. Hoang Thi Loan and 4,570.7 m² is outside the protection zone of the relic.

The purpose of adjusting the planning is to create a legal basis for the preparation, appraisal, and approval of the construction project of the temple dedicated to Mrs. Hoang Thi Loan, located within the special national historical site of the President Ho Chi Minh Memorial Area in Kim Lien, Nghe An province, contributing to the promotion of the historical site's value in conjunction with sustainable tourism development and the socio-economic development of the locality.

At the same time, it fulfills the needs and sentiments of the people nationwide and local people towards the Mother of President Ho Chi Minh, thereby educating future generations about the tradition of remembering one's roots, and contributing to the concretization of development orientations and plans in the national planning system for the period 2021-2030, with a vision to 2050.

The decision clearly states the content of the revised plan as follows:

  Nghe An: Two key projects commenced at the Ho Chi Minh Memorial Area.

Maintain the protected area of ​​the historical site as stipulated in Decision No. 1943/QD-TTg dated November 27, 2020, of the Prime Minister approving the Plan for conservation, restoration, and promotion of the value of the special national historical site of the Ho Chi Minh Memorial Area in Kim Lien, Nghe An province.

Adjust and supplement functional zoning:

The land use rights are adjusted from service area - rest shelters (I-DV5) with an area of ​​108.0 m² and landscape forest land (I-LN1) with an area of ​​5,892.0 m² to land for the construction of the Hoang Thi Loan Temple and auxiliary structures.

Construct a new temple dedicated to Lady Hoang Thi Loan and related auxiliary structures. The architecture and landscape of the new structure should be in harmony with the overall spatial, architectural, and landscape design of the entire area.

Adjusting the planning of the technical infrastructure network.

Investment capital for implementing local adjustments to functional zoning, adjusting the technical infrastructure network plan, constructing the Hoang Thi Loan Temple and auxiliary works: Socialization source.

Other contents remain unchanged as per Decision No. 1943/QD-TTg dated November 27, 2020, of the Prime Minister approving the Plan for conservation, restoration, and promotion of the value of the special national historical site of the Ho Chi Minh Memorial Area in Kim Lien, Nghe An province.

The People's Committee of Nghe An province is fully responsible for the proposed content regarding the scope, scale, and boundaries of the planning adjustment; ensuring consistency, uniformity, and consistency with relevant plans already approved by competent authorities, without legitimizing any violations (if any); and preventing overlaps, disputes, and complaints when implementing activities, investment projects, preservation, restoration, and rehabilitation of historical relics, and during the planning implementation process.

Review and finalize the revised plan for the conservation, restoration, and promotion of the value of the special national historical site of the Ho Chi Minh Memorial Area in Kim Lien commune, Nghe An province (explanatory notes, maps, management regulations, etc.), ensuring consistency and compliance with the Prime Minister's approval decision; and store and archive the approved revised plan documents in accordance with the law on archiving and related laws.

The organization shall publicly announce the adjustments to the Planning through appropriate means, creating high consensus and agreement in implementation. The boundaries and adjusted area of ​​the Planning for the preservation, restoration, and promotion of the value of the special national historical site of the Ho Chi Minh Memorial Area in Kim Lien commune, Nghe An province, shall be updated in the scientific dossier of the historical site and the land use plan within the provincial planning (in accordance with each planning period).

The People's Committee of Nghe An province directs local authorities at all levels to organize environmental protection activities in the relic area and surrounding areas; continue to research, collect, and supplement scientific documents and data on the history, culture, geology, geomorphology, and biodiversity of the relic area; and educate people to voluntarily comply with regulations on planning and planning management, on the management and protection of cultural heritage, on the preservation, restoration, and rehabilitation of relics, and on investment, construction, and protection of the natural landscape.

Investment and construction within the protected area of ​​the historical site shall be carried out in accordance with the regulations of the approved plan in this decision and other relevant plans in the area prepared in accordance with the law on planning and construction...
