Flexible monetary policy management to ensure banking safety during Tet 2026.

The State Bank of Vietnam (SBV) has just issued Document No. 910/NHNN-VP dated February 6, 2026, to its affiliated units, credit institutions, branches of foreign banks, and payment intermediary service providers regarding ensuring banking safety during the Lunar New Year holiday of the Year of the Horse 2026.

In accordance with Directive No. 55-CT/TW dated December 22, 2025 of the Party Central Committee, Directive No. 36/CT-TTg dated December 31, 2025 and Telegram No. 07/CĐ-TTg dated February 1, 2026 of the Prime Minister , and to ensure safe, stable, and smooth banking operations during the Lunar New Year of the Horse 2026, meeting the full needs of people and businesses, the Governor of the State Bank of Vietnam requests all units under the State Bank of Vietnam, credit institutions, branches of foreign banks, and payment intermediary service providers to seriously and fully implement the directives of the Party Central Committee, the Prime Minister, and the State Bank of Vietnam.

Accordingly, the entire banking sector needs to strengthen measures to ensure a safe, healthy, and economical Lunar New Year celebration, while contributing to the recovery and development of production and business, focusing on effectively implementing the following key tasks and solutions.

Flexible monetary policy management to ensure banking safety during Tet 2026.

Appropriate management of monetary policy, ensuring the safety of banking operations, and effectively implementing social welfare policies... during the Lunar New Year of the Horse 2026.

Actively and flexibly manage monetary policy to support sustainable growth.

Closely monitoring global and domestic economic developments and situations, the monetary policy will be managed proactively and flexibly, coordinating closely with a rational and focused expansionary fiscal policy and other macroeconomic policies to steadfastly prioritize inflation control, contributing to maintaining macroeconomic stability and supporting sustainable economic growth.

Implement credit management solutions in line with macroeconomic developments and the money market; ensure safe and effective credit growth, directing credit towards production and business sectors, priority sectors, and economic growth drivers, as directed by the Government and the Prime Minister; strictly control credit in sectors with potential risks; strengthen the review and simplification of credit granting procedures, apply digital transformation to the credit granting process, create favorable conditions for people and businesses to access bank credit, ensuring strictness and safety; and strengthen the implementation of solutions for managing the gold market.

Ensure safe and smooth operation of information and payment systems.

Organizations and units must thoroughly understand and strictly implement the regulations of the State and the banking sector on ensuring the security and safety of the banking sector's information systems; seriously implement the requirements in official documents and notices regarding cyberattack campaigns, new types of malware, and security vulnerabilities in information systems that have been warned about by the State Bank of Vietnam and relevant agencies.

Allocate the necessary personnel to ensure the safe operation of information systems, especially those providing online payment services to customers; strengthen monitoring, inspection, and promptly handle any incidents that may arise.

The organization operates the National Interbank Electronic Payment System, the Clearing and Switching System for Financial Transactions, the payment service provider system, and payment intermediary services (especially online payments), ensuring stable, safe, and continuous operation to meet the increased payment demand before and during the Tet holiday.

The relevant units have effectively managed the regulation and supply of cash, meeting the economy's cash needs in terms of both value and denomination structure; ensuring the security and safety of cash reserves; directing credit institutions and branches of foreign banks to organize foreign exchange services, collecting and exchanging foreign currency to serve the needs of foreign tourists; and closely coordinating with functional agencies to strengthen inspections, promptly detect and strictly handle violations in the buying and selling of foreign currency and the exchange of money in violation of the law.

Ensuring security, operational safety, and administrative discipline.

The Governor requested that heads of units direct and ensure that all officials, civil servants, employees, and workers strictly and fully comply with regulations on ensuring security, safety, fire prevention, explosion prevention, disaster prevention, and terrorism prevention; organize inspections and reviews, and promptly supplement and ensure that all fire prevention and firefighting equipment and facilities are readily available for use when needed; ...

Strengthen security and safety measures at headquarters and branches;... deploy forces and assign appropriate staff to be on duty to promptly detect and handle any situations that may arise during the Tet holiday, ensuring that the unit's operations and the banking system in the area are safe, smooth, and efficient.

Strictly implement regulations on public service culture, discipline, and administrative order; prevent and combat waste and corruption; organize and manage cultural activities and traditional day celebrations, ensuring they are practical, civilized, economical, and avoid formalism and waste, in accordance with the national cultural traditions and customs of each locality.

The State Bank of Vietnam's regional branches will strengthen monitoring and supervision of banking operations in their areas to promptly handle or report any arising issues to competent authorities for guidance and resolution. This includes focusing on: ensuring the supply of cash; guaranteeing smooth and absolutely secure cash circulation; and promptly directing, inspecting, and supervising credit institutions and State Bank of Vietnam branches in their areas to improve the quality of payment services and ensure the security and safety of the payment system.

Proactively detect, prevent, and strictly handle violations, fraud, and crimes in payment activities in accordance with the law; closely coordinate with relevant agencies in prevention, combating, and handling, contributing to protecting the legitimate rights of citizens and businesses and maintaining the safety and stability of banking operations in the area.

Meeting credit and payment needs in a timely manner.

Credit institutions and branches of foreign banks should implement safe and effective credit growth, proactively develop and organize the implementation of plans to mobilize and balance capital sources, ensuring that credit needs for production, business, and consumption before, during, and after Tet are fully and promptly met; direct credit towards production and business sectors, priority sectors, and growth drivers of the economy, and strictly control credit to sectors with potential risks, ensuring the safety and efficiency of credit operations.

In addition, organizations need to proactively monitor, assess, and forecast cash and payment needs; develop specific plans for each situation; allocate sufficient resources to promptly meet the increased demand for cash and payments during Tet; strengthen risk management, prevent, detect, and strictly handle violations in cash payment and transaction activities, especially the opening and use of payment accounts and bank cards.

Inspect and review the process of receiving and handling customer inquiries and complaints; strengthen communication and warnings about new fraud methods on transaction applications to alert customers. Closely monitor ATM operations, promptly replenish funds, resolve any issues, and provide timely support and solutions to customer problems, ensuring smooth and safe payment and withdrawal operations without interruption. Ensure the security of cash vaults and prevent property theft, with a particular focus on implementing preventive measures and handling methods as recommended by the Ministry of Public Security.

Implement social security policies effectively.

In this document, the State Bank of Vietnam requests that Party organizations and mass organizations throughout the sector focus on leading and directing the successful organization of activities commemorating the 96th anniversary of the founding of the Party, in conjunction with activities celebrating the Lunar New Year of the Horse 2026, creating an atmosphere of excitement, confidence, and unity among cadres, Party members, and workers;

Implement emulation movements decisively and effectively, carry out social welfare policies well, promote the tradition of great solidarity and the spirit of "mutual support and compassion," proactively and actively care for the material and spiritual lives of the people, especially those in difficult circumstances, poor households, people in remote areas, border regions, islands, ethnic minorities, workers and laborers affected by natural disasters, epidemics, and job losses; focus on overcoming the consequences of natural disasters, storms and floods, urgently repair and rebuild houses and essential public works, and ensure the stability of people's lives so they can celebrate Tet safely;

Accelerate the implementation of social housing projects and targets, resolutely eliminating temporary and dilapidated housing in the area; ensure full preparation for timely payment of salaries and Tet bonuses to workers; meticulously organize visits, encouragement, and Tet greetings to policy beneficiary families, those who have contributed to the revolution, Vietnamese Heroic Mothers, wounded soldiers, sick soldiers, families of martyrs, veteran revolutionary cadres, intellectuals, influential figures among ethnic minorities, prominent religious leaders, and officers, soldiers, and permanent forces on duty during Tet, especially in border areas, islands, and difficult regions, ensuring that everyone and every family can enjoy a safe, healthy, and meaningful Spring Festival and Tet.

The Governor of the State Bank of Vietnam requested that all units proactively review their work before the Tet holiday to avoid delays; arrange for staff to be on duty during Tet to promptly handle and resolve any arising issues; and strictly adhere to the information and reporting procedures during the Tet holiday.

Officials, civil servants, and employees throughout the system are urged to promptly stabilize their organizations and focus on work immediately after the Tet holiday, ensuring there are no bottlenecks or disruptions to administrative procedures for citizens and businesses; upholding a high sense of responsibility, discipline, and administrative order, striving to complete tasks from the first month of the year, with a focus on the tasks assigned in Directive No. 01/CT-NHNN dated January 9, 2026, of the Governor of the State Bank of Vietnam on organizing the implementation of key tasks of the banking sector in 2026; creating momentum for acceleration, breakthroughs, and determination to successfully achieve the goals and tasks of the banking sector in 2026.
