Specifically, food production and business establishments must ensure the following conditions: a suitable location and area, with a safe distance from sources of toxins, pollution, and other harmful factors; sufficient water meeting technical standards for food production and business; adequate equipment for handling raw materials, processing, packaging, preserving, and transporting various types of food; and sufficient equipment, tools, and means for washing and disinfection, disinfectant water, and equipment for preventing and controlling insects and harmful animals.
In addition, the facility must have a waste treatment system that is regularly operated in accordance with environmental protection laws; maintain conditions that ensure food safety and keep records of the origin and source of food ingredients and other documents related to the entire food production and business process. The facility must comply with regulations regarding the health, knowledge, and practices of personnel directly involved in food production and business.
Despite clear regulations, inspections by provincial authorities have revealed numerous violations at various establishments, including: water seepage, cracks, and mold on walls, ceilings, and floors in production, business, and storage areas; insect infestation in production areas; failure of owners and food processors to undergo regular health checkups; insufficient equipment and tools for food processing and preservation; and violations regarding product declarations.
