Orientation for wind power development and clean energy projects

Mr. Pham Minh Tuan, General Director of Dong Thanh 1 Wind Power Company Limited said: Dong Thanh 1 and Dong Thanh 2 Wind Power Plant projects are being implemented.

These are 02 large-scale wind power projects, with a total capacity of 200MW, expected to make an important contribution to the socio -economic development of the province as well as the whole country. With the support and facilitation of the locality, the Company was granted investment policies for 02 projects: Dong Thanh 1 Wind Power Plant, with a capacity of 80MW and Dong Thanh 2, with a capacity of 120MW, which are 02 nearshore wind power projects being implemented in Duyen Hai district.

Dong Thanh 1 Wind Power Plant Project, total investment of 4,478 billion VND (equivalent to 188.9 million USD), of which 20% is the enterprise's investment capital and 80% is mobilized domestically. Total investment capital has been implemented of 633 billion VND, equivalent to 14.1% of total registered investment capital. The project is deployed on 330.28 hectares, of which the mainland area is 2.43 hectares and the water surface is 327.85 hectares. It is expected to install 20 offshore turbine towers with a total capacity of 80MW. Construction of Dong Thanh 35/220kV step-up transformer station and overhead line to the 220/500kV transformer station of Duyen Hai Power Center.

The Company has signed an EPC contract for the Factory, 220kV Transformer Station, transmission lines and expansion bays. Contractors are designing the Factory and Transformer Station. The project is expected to start construction in 2024 and be completed and put into operation in 2025.

The Dong Thanh 2 Wind Power Plant Project has a total investment of VND 6,797 billion (equivalent to USD 298.1 million), of which 20% is corporate capital and 80% is domestically mobilized capital. The project is deployed on 328.94 hectares, the mainland area where the transformer station and the operating house are located is shared with the Dong Thanh 1 Wind Power Plant project. It is expected to install 20 offshore turbine towers, with a total capacity of 120MW. Construct and install 02 35/220kV transformers, with a capacity of 2x75 MVA at the 220kV transformer station of Dong Thanh 1 Wind Power Plant to serve the connection to Dong Thanh Wind Power Plant. Currently, the Company is negotiating and preparing to sign an EPC general construction contract for the Plant item. The project is expected to be implemented in 2024 and completed and put into operation in 2025.

Investing in Dong Thanh 1 and Dong Thanh 2 wind power projects as power sources and linking them to the national grid will add clean power sources. Wind power prices are stable and not affected by the instability of fossil fuels, contributing to ensuring national energy security; promoting the socio-economic development of Tra Vinh.

In order to facilitate the implementation process, the Company hopes to continue to receive the attention and support of the provincial leaders in the coming time so that the 2 projects can be completed and put into use soon. Mr. Mac Quang Huy, Vice Chairman of the Board of Directors of Truong Thanh Vietnam Group Joint Stock Company shared: Challenges for projects to be implemented in the coming time in Tra Vinh province.

In line with the Vietnamese Government 's commitment to the international community, Truong Thanh Vietnam Group Joint Stock Company (TTVN Group) has built a pioneering vision in a new field, focusing on renewable energy and clean energy as its core business. After 5 years, TTVN Group has successfully implemented a number of renewable energy projects in many provinces and cities across the country, including the V1-2 Wind Power Plant project with a capacity of 48MW in Tra Vinh. For two consecutive years 2019 and 2020, TTVN Group was honored to be in the Top 3 Clean Energy Enterprises in Vietnam.

In Tra Vinh, TTVN Group focuses on assessing wind power potential. At the same time, it focuses resources to overcome and is determined to successfully implement wind power projects at locations V3-3, V1-2 expansion and offshore wind power in the area in the coming time.

The wind power project at location V3-3 is a project that is suitable for the potential of wind power development and the Planning of Tra Vinh province, ranked 1st in the list of nearshore wind power projects calling for investment after reviewing the evaluation criteria of the Ministry of Industry and Trade. Successful implementation will provide an additional 319GWh/year to the national power source, while reducing emissions by up to 295,000 tons of CO2/year. Contributing to the local budget annually about 120 billion VND, creating jobs for about 30 workers during the operation phase.

The V1-2 Wind Power Plant Expansion Project is a project in line with the Tra Vinh Provincial Planning, ranked 2nd in the list of priority projects calling for investment after being reviewed according to the criteria of the Ministry of Industry and Trade. The project will add about 164GWh/year to the 110kV power grid of the area, meeting the local power source and the increasing demand of the province, creating favorable conditions for socio-economic development and increasing income for workers. The total emission reduction output from the Project is estimated at about 94,500 tons of CO2/year, contributing about 40 billion VND/year to the budget.

The Tra Vinh Offshore Wind Power Plant Project was surveyed and researched for investment by the TTVN Group Joint Venture and domestic partners in cooperation with investors from Japan.

The project will soon make Tra Vinh one of the first localities to deploy large-scale offshore wind power projects, contributing to building Tra Vinh province into a renewable energy center of the region and the country. It will add billions of kWh of electricity per year to the national grid and contribute hundreds of billions of VND per year to the local budget throughout the project's life cycle.

In addition to developing offshore wind power projects connected to the national power system, TTVN is researching and deploying 1,200 MW of offshore wind power after 2030 with the orientation of self-production and self-consumption through hydrogen production or export.

Mr. Nguyen Nam Thang, Deputy General Director of Power Generation Company 1 shared: Developing offshore wind power according to the approved Power Plan VIII.

The goal of offshore wind power development is to firmly ensure national energy security, meet the requirements of socio-economic development and industrialization and modernization of the country. Equitable energy transition is associated with production modernization, smart grid construction, advanced power system management, in line with the trend of green transformation, emission reduction, and science and technology development.

Offshore wind power development, according to the Plan for implementing the Plan “Offshore wind power projects will be allocated by region. The scale of offshore wind power capacity will be determined precisely during the project implementation process. The selection of the specific scale and location of offshore wind power projects will be decided by localities based on the main factors “power generation costs, the ability to release power grid capacity, power transmission costs and overall socio-economic efficiency of localities”.

According to the draft plan to 2030, offshore wind power is expected to be 6,000 MW (equivalent to 04% of the total capacity of power sources), of which the Southern region is 1,000 MW. Offshore wind power development to 2050 is expected to be 70,000 - 91,500 MW (12 times higher than in 2030).
