National biotechnology strategy positioning

On the morning of November 29, the Central Propaganda and Mass Mobilization Commission, the Ministry of Science and Technology, in coordination with Ho Chi Minh City National University and CT Group, organized a national scientific conference on "Biotechnology development strategy for the 2026-2030 period, with a vision to 2045".

Comrade Huynh Thanh Dat, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission chaired the workshop. The event also attracted hundreds of delegates representing central and local ministries, branches; domestic and foreign experts and scientists ; enterprises and technology corporations.

In his orientation speech, comrade Huynh Thanh Dat said that the Workshop was held in the context of the whole country summarizing the implementation of Resolution No. 189/NQ-CP dated November 16, 2023 of the Government (Resolution 189) on the Action Program to implement Resolution 36-NQ/TW dated January 30, 2023 of the Politburo on the development and application of biotechnology to serve the country's sustainable development in the new situation (Resolution 36).

The Deputy Head of the Central Propaganda and Mass Mobilization Commission emphasized that reality requires clarifying many key issues: unifying the approach towards focusing on products, markets and quality standards systems; fully identifying the "bottlenecks" that are hindering the development of the biotechnology industry. On that basis, the 2026-2030 period needs to implement key action directions in a synchronous direction between mastering core technologies, perfecting institutions and developing resources; at the same time, continuing to enhance the role and position of VNU-HCM as a major training and research center of the country.

Seize opportunities, identify challenges and remove bottlenecks

According to Prof. Dr. Le Thi Thanh Mai, Vice President of VNU-HCM, the global biotechnology market in 2025 is estimated at about 1,800 billion USD. This figure is expected to double by 2030 with key drivers including advances in research, applications of artificial intelligence, gene editing technology, and increasing demand for advanced solutions in healthcare, agriculture and industry. This market in Vietnam is only about 1.5 billion USD, accounting for less than 0.1% of the world market.

Prof. Dr. Le Thi Thanh Mai said that VNU-HCM has an interdisciplinary university system and more than 250 experts in the fields of artificial intelligence (AI) and biotechnology, but the transfer of knowledge into commercial products is still limited. The unit hopes to strengthen cooperation so as not to miss the beat in the face of rapid growth in the biotechnology sector.

According to Associate Professor, Dr. Nguyen Phu Hung, Department of Science, Technology and Technology (Ministry of Science and Technology), Vietnam's biotechnology sector has made progress and mastered a number of modern technologies. However, biotechnology still lacks breakthroughs in research, transfer and application; many research results are still at the laboratory scale, the commercialization rate is low and there is little connection with businesses. International cooperation activities, technology transfer and the model of linking institutes - schools - businesses have not been effective.

"Three houses" join forces to develop biotechnology

According to Associate Professor Dr. Truong Hai Nhung, representative of biotechnology research groups of Ho Chi Minh City National University, Ho Chi Minh City National University will announce a strategy to restructure biotechnology research activities in four core areas: health care; agriculture and green products; environment and sustainable development; bioinformatics and artificial intelligence.

To do this, a stable financial mechanism is needed (funding for projects/topics for 3-5 years, regular operating costs; support for building databases, AI - Immunoinformatics platforms; funding for patent registration, postgraduate scholarships and a mechanism for rewarding scientists). At the same time, a legal corridor is needed for testing genetically modified organisms, clinical trials and biological product standards; along with connections to bring products to market.

Discussing solutions, Associate Professor, Dr. Nguyen Huu Ninh, Deputy Director of the Department of Science and Technology, Ministry of Agriculture and Environment, said: it is necessary to perfect specific mechanisms and policies and create a favorable environment for biotechnology; promote research, master core technology, strategic technology; attract domestic and foreign enterprises and investment resources; increase budget investment, ensure stable funding for key programs on biotechnology...

From a business perspective, Mr. Tran Kim Chung, Chairman of CTGroup, the group identifies biotechnology as one of the five strategic pillars in the new development phase, especially related to biomedicine, precision agriculture, green energy and biomaterials. However, to create a breakthrough, the 3-party cooperation model (state - school - business) is needed. This is the important key to help Vietnamese Biotechnology make a breakthrough in the coming period.

Comrade Huynh Thanh Dat, Deputy Head of the Central Propaganda and Mass Mobilization Commission, emphasized: after this workshop, relevant agencies and units will not only stop at academic exchanges, but will concretize them with practical output products, including: a set of policy recommendations (including institutions, sandbox mechanisms, ordering mechanisms, systems of standards and regulations, etc.) to remove bottlenecks; a list of priority programs/products for the 2026-2030 period, in which key products, host units, accompanying enterprises, standardization and verification roadmaps are clearly identified; an inter-sectoral coordination mechanism to ensure substantive implementation, with targets, products and responsible people.
