Why can't the connecting route, parallel to Ngo Quyen - DT 550 with the expressway, be exploited yet?

On the afternoon of December 8, Mr. Nguyen Trong Hai (born in 1990, residing in Tran Phu ward, Ha Tinh province) drove his car from Tran Phu street (National Highway 1 through the old Ha Tinh city) and turned onto Ngo Quyen street - Provincial road 550 (the road connecting the old Ha Tinh city with Bai Vot - Ham Nghi expressway) to move to Toan Luu commune. However, when reaching the new Cay bridge on Ngo Quyen street - Provincial road 550, Mr. Hai's vehicle had to turn around due to piles of soil, sand and some obstacles.

Piles of soil, sand and obstacles placed at Cay Bridge (new) were created by the contractor - Minh Ngoc Construction Investment Company Limited to prevent people and vehicles from traveling when Ngo Quyen - Provincial Road 550 route has not been accepted and put into operation.

Not only Mr. Nguyen Trong Hai's case, some people also had to "turn around" when encountering obstacles placed at the beginning of Ngo Quyen Street - Provincial Road 550.

According to the reporter of Ha Tinh Newspaper and Radio and Television, in addition to the Cay Bridge area (new), on Ngo Quyen Street - Provincial Road 550 (the road connecting the old Ha Tinh City with Bai Vot - Ham Nghi Expressway), the contractor also dumped piles of soil and sand to prevent people and vehicles from traveling on the 5km long road connecting Ngo Quyen Street to the Bai Vot - Ham Nghi Expressway intersection.

Ngo Quyen Street - Provincial Road 550, 5km long, is an important traffic route connecting Bai Vot - Ham Nghi Expressway with the old Ha Tinh City. The route starts at the intersection of National Highway 1 with Ngo Quyen Street, ends at the expressway intersection with Provincial Road 550, and will be implemented on January 1, 2023 - the time of starting construction of 3 expressway component projects in the 2021 - 2025 period through Ha Tinh.

Three North-South expressway component projects through Ha Tinh, including the Bai Vot - Ham Nghi section, were opened to traffic at the end of April 2025. However, up to now, the route connecting the expressway with the old Ha Tinh city has not been able to be handed over and put into operation, while the project implementation time is November 18, 2025.

Discussing the inability to hand over and put the expressway connecting route into operation, Major Tran Dinh Ngan - Corporation 319 ( Ministry of National Defense ) - the project investor, said: The main route of the connecting route was completed many months ago. However, due to some additional items that needed to be added, the construction time was somewhat longer. In particular, during the construction of the additional items, the weather had many prolonged storms, affecting the project's progress.

Along with the connecting route, provincial road 550 - Ham Nghi extended road (parallel highway), invested by Corporation 319 (Ministry of National Defense), has not been handed over and put into operation.

The 4km long parallel highway route starts at the intersection of Ham Nghi extended road (Thach Dai commune, old Ha Tinh city, now Ha Huy Tap ward, Ha Tinh province), and ends at the highway intersection with provincial road 550 (Luu Vinh Son commune, old Thach Ha district, now Toan Luu commune, Ha Tinh province).

The investor had expected to hand over and put into operation the connecting road and the parallel highway by the end of October 2025. However, to date, both traffic projects have not been able to be put into operation.

Because the connecting road and the parallel road of the expressway cannot be put into operation yet, at this time, Provincial Road 550 from Ha Huy Tap Ward to Toan Luu Commune is carrying a large amount of traffic day and night.

Discussing the time when the connecting route and the parallel expressway route can be put into operation, Major Tran Dinh Ngan - Corporation 319 (Ministry of National Defense) - the investor of the two projects said: The unit is currently waiting for the State Inspection Council on construction acceptance to inspect and accept the two routes.
