Delegation of the French Development Agency working in our province

On July 13, the delegation of the French Development Agency, led by Mr. Hervé Conan, Director of the French Development Agency in Vietnam, worked with the Provincial People's Committee. Receiving and working with the delegation, our province had comrade Hoang Quoc Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and leaders of departments and branches.

The Project on Improving Urban Infrastructure to Respond to Climate Change in Son La City, using ODA loans from the French Development Agency (AFD), has a total investment of VND 970 billion, equivalent to EUR 35.2 million. The project implementation period is 4 years, from the date the project is signed. The project is implemented in Son La City and Muong Bu Commune, Muong La District.

The Son La Provincial ODA Project Management Board, which is assigned as the investor, is currently carrying out the project preparation steps (including: Selecting consultants and mobilizing consultants to prepare the Environmental Impact Assessment Report, Feasibility Study Report and coordinating with consultants selected by AFD to support funding for environmental and social assessment). According to the plan, the environmental impact assessment report and feasibility study report will be submitted for appraisal in December 2023, and the appraisal and approval are expected to be completed in the first quarter of 2024.

At the meeting, experts focused on assessing the feasibility of the project; considering technical factors; environmental and social impacts to find appropriate solutions; ensuring the overall goal of solving problems of flood prevention, urban drainage; improving the environment, air; wastewater treatment and water environment protection of Son La city, while ensuring livelihoods for people.

AFD representative committed to mobilizing resources to support Son La province in implementing the project; requested the consulting group to consider and propose technical support options to complete the project. Hopefully, Son La province will continue to coordinate and support AFD in continuing to research and adjust options in the project; implement the project according to the proposed plan...

Speaking at the meeting, Comrade Hoang Quoc Khanh highly appreciated AFD's support in implementing the project. Son La province pledged to closely coordinate with AFD to complete the documents and capital so that the project can be implemented soon in accordance with regulations, ensuring the set progress. At the same time, he hoped that AFD would continue to closely coordinate with Son La province to implement the project; coordinate with central agencies and relevant agencies to soon sign the Agreement; support the province in performing flood drainage tasks...

Son La province will assign specific tasks to departments and branches to implement the project, aiming to comprehensively solve problems of flood prevention, urban drainage; improve the environment and air; treat wastewater and protect the water environment of Son La city, towards proactively responding to climate change and creating a premise for green, fast and sustainable urban development in the future.
