Ha Tinh National Assembly Delegation actively prepares for the 5th Session of the 15th National Assembly

The Ha Tinh National Assembly Delegation will participate in the 5th Session of the 15th National Assembly with quality, and together with the National Assembly, make important decisions.

The 5th session of the 15th National Assembly will open on May 22 and is expected to close on June 23. In order to participate well in this session, in the past time, the National Assembly Delegation of Ha Tinh province and the National Assembly Deputies have been actively and focused on performing important tasks.

Regarding the work of people's petitions: Before the 5th session, the Provincial National Assembly Delegation coordinated with the Vietnam Fatherland Front Committees at all levels to organize for National Assembly Deputies to meet voters in 13 localities; organized work with a number of agencies, localities and units in the province; collected written opinions from the Provincial People's Committee and departments and branches; thereby, synthesizing 46 opinions and petitions of voters under the Central authority to report to the Standing Committee of the National Assembly and the Central Committee of the Vietnam Fatherland Front to synthesize and report to the National Assembly and 6 opinions and petitions of voters under the provincial authority.

The National Assembly delegation of Ha Tinh province held a meeting with voters of Thach Ha district before the 5th session of the 15th National Assembly, on May 4.

To date, 63/63 opinions and recommendations sent by provincial voters to the 4th Session, the 2nd Extraordinary Session, the 15th National Assembly have been responded to by the Government , ministries and central agencies. After receiving responses, the National Assembly Delegation will send copies to fully convey to agencies, units and localities where voters made their recommendations and at the same time post them on mass media to promptly inform voters in the province.

The National Assembly Deputies in the delegation participated in the province's regular citizen reception sessions and regularly received citizens at the headquarters. From the 4th Session to May 10, the Ha Tinh National Assembly Delegation received 41 complaints, denunciations, recommendations and reflections from citizens; thereby, forwarding 1 petition to the competent authority; guiding, explaining and responding to 3 petitions from citizens; keeping the rest for monitoring according to the provisions of law; at the same time, supervising 2 cases of handling complaints, denunciations and complaints from citizens.

Legislative work: As soon as there are draft laws, resolutions and documents, the Provincial Delegation of National Assembly Deputies organizes to collect written comments from relevant agencies, units, localities, and subjects affected by policies and laws. In particular, coordinate with the Provincial Police to organize conferences to collect comments on the development of laws in the field of security and order.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia and Deputy Director of the Provincial Police Nguyen Thanh Liem chaired the conference to collect comments on a number of draft laws on security and order.

To contribute opinions to draft laws and resolutions, the Provincial Delegation of National Assembly Deputies has also collected documents, proactively researched, contracted to hire experts, prepared discussion content, and requested National Assembly Deputies to focus on researching and participating in discussions on some contents in specialized fields, issues with different opinions, and continue to perfect draft laws to meet practical requirements.

Preparing to review and discuss a number of contents at the session: The Provincial National Assembly Delegation has assigned the Office to advise and at the same time requested the Provincial People's Committee to pay attention to coordinating and directing relevant departments, branches and sectors to study and propose discussion contents on a number of issues expected to be discussed by the National Assembly at the session such as: Additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023... In particular, focusing on a general assessment of the results achieved, difficulties, obstacles, causes and specific recommendations and proposals to the National Assembly and the Government, especially issues related to localities.

Regarding supreme supervision: Based on the results of local supervision, National Assembly deputies will participate in supreme supervision on the topic "Mobilization, management and use of resources for COVID-19 prevention and control; implementation of policies and laws on grassroots health and preventive medicine". At the same time, consider and synthesize opinions and recommendations of voters and people sent to the 5th Session; supervise the settlement of voters' recommendations sent to the 4th Session.

Regarding questioning and answering questions: Through research, the Provincial Delegation of National Assembly Deputies has proposed the questioning issue at the 5th Session; the National Assembly Standing Committee will ask for the opinions of National Assembly Deputies, the National Assembly will decide on the selection of questioning issues and the person answering the questions; when there is a group of issues, the National Assembly Deputies will prepare specific questioning content to participate.

The Conference of National Assembly Deputies working full-time gave opinions on draft laws submitted to the 5th Session of the 15th National Assembly.

In addition, the Provincial National Assembly Delegation coordinated with the Standing Committee of the Provincial People's Council to supervise 2 topics of the National Assembly Standing Committee in the province; National Assembly Deputies in the delegation participated in the 21st session of the National Assembly Standing Committee, the conference of National Assembly Deputies in charge of law making, meetings of the National Assembly Committees to examine and give opinions on draft laws and important contents related to the 5th Session, conferences, seminars, supervision, and work organized by the National Assembly agencies. Implemented provincial-level scientific research topics, exchanged experiences in election activities in some localities, and implemented social security activities.

With active and proactive preparation for the session, the National Assembly Delegation and National Assembly Deputies will participate effectively with the National Assembly in making important decisions, contributing to perfecting institutions, removing difficulties and obstacles, and creating momentum for socio-economic development.

The 5th session of the 15th National Assembly opened on May 22 and is expected to close on June 23. The National Assembly will consider and pass 8 draft laws, 2 resolutions, and give opinions on 8 draft laws; consider socio-economic issues and the state budget; conduct supreme supervision; question and answer questions; and decide on a number of other important issues.
