
The delegation included: Mr. Ta Dinh Thi - Vice Chairman of the National Assembly's Committee on Science, Technology and Environment; Mr. Hoang Anh Cong - Vice Chairman of the National Assembly's Committee on Citizen Petitions and Supervision; Mr. Le Tan Can - Deputy Minister of Finance ; Mr. Tran Van Lam - National Assembly representative working full-time at the National Assembly's Committee on Representative Affairs; representatives from the Standing Committee of the National Assembly's Committee on Culture and Society; and representatives from the leadership of several central ministries and agencies and the National Assembly Office.

On the Lai Chau province side, attending and working with the delegation were: Mr. Ha Quang Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Election Committee; Mr. Tong Thanh Binh - Standing Vice Chairman of the Vietnam Fatherland Front Committee of Lai Chau province; Mr. Nguyen Sy Canh - Vice Chairman of the Provincial People's Council, Standing Vice Chairman of the Provincial Election Committee; representatives of the Provincial Party Committee's Propaganda and Mass Mobilization Department; the Director of the Department of Internal Affairs; representatives of the Standing Committee of the People's Council and People's Committee of Tan Phong ward, the Tan Phong ward Election Committee and Election Committee No. 2 of the Tan Phong ward People's Committee.

Reporting on the preparation and organization of the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, the Tan Phong Ward Election Committee has strictly implemented the directives and resolutions of the Party, the regulations of the Election Law, and the guiding documents of the Central Government, the province, and the city. The ward Party Committee and government promptly established the Election Steering Committee, the ward Election Committee, and the organizations responsible for the election in accordance with regulations; issued complete plans and working regulations, assigned specific tasks to each member, ensuring unified leadership and direction throughout the entire election preparation process.
To date, the election-related organizations in the ward have been fully established, with the correct composition and number as stipulated by law, including the Ward Election Committee with 17 members; 3 Subcommittees and Support Teams; and 7 Election Boards with a total of 82 members. Training and dissemination of election procedures have been promptly implemented, with 240 participants attending online training conferences at the central and provincial levels. The first consultation process was conducted in the correct order, unanimously nominating 41 candidates for the Ward People's Council, ensuring the structure and composition as prescribed, with women accounting for 36.6%, non-Party members 14.63%, and ethnic minorities accounting for 40.9% of the projected number of elected representatives.

The ward election committee announced 7 electoral units for ward People's Council representatives, with a total of 22 representatives to be elected; received and checked candidacy documents according to proper procedures, and no complaints or denunciations related to the election process arose. Propaganda work was implemented comprehensively and in diverse forms, contributing to raising awareness among officials, Party members, and the people about the significance and importance of the election. Political security and social order were proactively implemented, with plans developed to protect polling stations and maintain stability in the area.
Regarding key tasks in the coming period, the Tan Phong Ward Election Committee will continue to advise the Party Committee and the People's Committee to focus on leading and successfully organizing the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, in accordance with the Law and current directives and guidelines from higher authorities; coordinate and participate in training conferences on election work for members of election organizations and the working group of the Ward Election Committee; strengthen monitoring of people's sentiments, ensure security, order, and social safety in the area; promptly detect and handle incidents and situations arising during the election process, ensuring safety before, during, and after the election…

During the working session, members of the Supervisory Delegation and attending delegates focused on discussing and clarifying several issues related to the handling of complaints and denunciations; the rapid implementation of the Election Law to the people under the conditions of a two-tiered government system and a tight election schedule; the impact of local socio-economic development on people's sentiments and the election process; and the request for the ward to clearly identify limitations and difficulties in preparing for the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term, thereby making proposals and recommendations to receive specific guidance and organize effective implementation.

Representatives from Tan Phong ward also addressed some of the monitoring team's concerns, affirming that, to date, there have been no cases of complaints or large gatherings in Tan Phong ward; the handling of complaints and denunciations has been carried out quickly and decisively, creating consensus among the people. During meetings with constituents, representatives of the People's Council at all levels have recorded and received feedback from voters to promptly resolve issues or recommend that competent authorities resolve them according to regulations…

Speaking at the meeting, Mr. Ha Quang Trung, Chairman of the Lai Chau Provincial People's Committee and Chairman of the Lai Chau Provincial Election Committee, emphasized that he would fully consider all the opinions of the members of the Supervisory Delegation and use them to guide and organize implementation. He stated that, to date, the Lai Chau Provincial Election Committee has followed all procedures and timelines stipulated by the Election Law. Lai Chau province recognizes that the area is remote and the population is not concentrated. Based on this, members of the Provincial Election Committee and leaders of relevant departments and agencies have been assigned to directly oversee the communes, closely monitoring the situation and regularly inspecting to promptly identify and resolve any emerging issues, thereby fostering consensus among the people…
Furthermore, the implementation of a two-tiered local government system, transportation, and communication are among the difficulties faced by the province; the staff from the provincial, district, and commune levels still lack experience… these are limitations that the Provincial Election Committee must find ways to overcome. The Chairman of the Provincial People's Committee and Chairman of the Lai Chau Provincial Election Committee expressed his hope that, along with the province's efforts, the Supervisory Delegation and central ministries and agencies would support the province in ensuring the successful conduct of the 16th National Assembly elections and the elections of People's Council representatives at all levels for the 2026-2031 term.
Concluding the working session, Comrade Le Minh Hoan - Vice Chairman of the National Assembly and Head of the Supervisory Delegation - acknowledged and highly appreciated the proactive and serious approach of Lai Chau province in preparing for the election. He requested the Provincial Election Committee to continue adhering to legal regulations and to do a good job of disseminating information so that the people and voters understand their rights and obligations.

At the same time, it is requested that the Tan Phong Ward Election Committee and the Lai Chau Provincial Election Committee review the issues that arose in previous elections to develop solutions; set deadlines from now until the election day to guide implementation; strengthen communication to villages, hamlets, and residential areas; diversify communication methods such as distributing leaflets at community gathering points so that people can access and know that the election day is March 15th… contributing to ensuring that the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term is conducted democratically, legally, safely, and successfully.
