
On November 11, in Hanoi, with the support of the Tax Department, the Department of Digital Economy and Society ( Ministry of Science and Technology ), the Vietnam E-commerce Association (VECOM) and the Vietnam Tax Consultants Association (VTCA), Sapo Technology Joint Stock Company organized the announcement ceremony of the program "Free full set of tax declaration conversion solutions - Committed to supporting 5 million business households from traditional to e-commerce".
Speaking at the program, Mr. Mai Son - Deputy Director of the Tax Department, Ministry of Finance said that the conversion from lump-sum tax to electronic tax declaration and payment is a major policy of the Party and State in the process of building a modern and transparent tax system, creating momentum for the development of the private economic sector and household economy.
According to statistics, up to now, 98% of business households have declared and paid taxes electronically, more than 18,500 households that were previously subject to contract tax have switched to declaring, and 133,000 households have registered to use electronic invoices from cash registers. These figures reflect a positive change, demonstrating the proactive adaptation spirit of business households as well as the support efforts of tax authorities at all levels.

The representative of the Tax Department emphasized that the main goal of this phase is to create maximum convenience for taxpayers. Along with perfecting the legal framework, the Tax sector has synchronously deployed groups of solutions: simplifying the accounting regime, enhancing propaganda, practical guidance, and strongly applying digital technology in the entire tax declaration and payment process.
Currently, the tax sector is focusing on three main pillars: Amending the Law on Tax Administration and guiding documents to suit small and medium-sized businesses; Developing separate management policies for groups of business households; Developing a digitalized, simple and accessible accounting system, aiming for a fair, transparent and friendly tax system.

Along with the efforts of the management agency, the participation of technology enterprises is considered a key factor in bringing the new tax policy to life. Solutions for sales management, electronic invoices, accounting and online tax declaration are developed to help small businesses, especially in non-urban areas, easily access the tax declaration model, reduce costs and time to fulfill obligations.
Within the framework of the program, Sapo representative said that the company has coordinated with associations and tax agents to deploy a nationwide consulting and technical support network, providing management software, electronic invoices and free declaration instructions for business households in the initial period of conversion. This is considered one of the activities that go along with the policy, contributing to promoting digital transformation in the tax sector and helping taxpayers get used to the form of electronic declaration.
According to Ms. Nguyen Thi Minh Khue - Vice Chairwoman of Sapo's Board of Directors, the goal of the program is to help business households operate more compliantly and transparently, while preparing the foundation to convert to an enterprise model when qualified. "This is not only technology support, but also an activity aimed at improving the digital capacity of the individual economic sector," she said.
Along with that, Sapo and its partners opened a specialized page "Tax Station and Electronic Invoice", coordinated with local tax authorities and the Vietnam Tax Consulting Association to organize a series of seminars, training sessions and livestreams to guide the practice of declaring, issuing invoices, and simple accounting, helping business households comply with regulations.
Ms. Nguyen Thi Cuc - President of the Vietnam Tax Consultants Association (VTCA) assessed that the participation of technology enterprises in supporting taxpayers demonstrates a three-party coordination model between the State - enterprises - associations, helping to implement policies faster, more widely and more effectively. "If the tax authority plays a constructive role, then technology enterprises are the extended arm to bring policies into real life," she commented.
Immediately after the announcement ceremony, the program will be deployed in many localities during the 60 peak days of converting the tax declaration model, focusing on training, direct support at the grassroots level and collecting taxpayer feedback to promptly complete technical and professional processes.
According to experts, this is an important time for 5 million business households nationwide to transform to a more modern tax management model, in line with the digital governance trend. This process not only helps the State manage more effectively but also helps people to make their business activities transparent, creating a foundation for sustainable development.
The synchronous implementation of policy, technology and social participation is creating a positive movement, opening up prospects for the Vietnamese tax system to enter a comprehensive digitalization phase, with taxpayers as the center of service.
