On the afternoon of March 6, a representative of the Binh Duong Provincial People's Committee said that Chairman of the Provincial People's Committee Vo Van Minh had just chaired a meeting with departments and branches to listen to reports on the implementation of the conversion of functions and relocation of enterprises located outside the southern industrial parks and clusters to the northern industrial parks and clusters in the province.

Accordingly, the Chairman of Binh Duong Provincial People's Committee requested the Departments and branches to promptly complete the relocation policy, identify the relocation areas and determine the relocation criteria.

Mr. Nguyen Thanh Toan - Director of the Department of Industry and Trade said that in 2024, the province will develop criteria to identify enterprises that need to change their functions and relocate; develop and perfect policies to support relocation; organize workshops to collect opinions on criteria to identify and policies to support relocation; pilot the relocation of a number of enterprises; and then summarize and evaluate the results of the pilot implementation of function change and relocation.

For the development of relocation support policies, it is proposed to have groups of policies to support workers and support businesses.

In particular, for workers: Support workers during production stoppages; pay unemployment benefits only to workers who have to quit their jobs due to relocation; support vocational training for workers at the new location; social insurance policies to ensure workers' rights; special policies to support social housing for affected workers.

Business support policies include: Support for industrial promotion; support for trade promotion; investment incentives for investment projects in production and business in industrial parks; development of science and technology and innovation; loan support; support for land and factory rent at new locations.

In particular, propose new policies to support businesses in relocating and converting their functions such as: Policies to convert the purpose of using premises, factories, and land in accordance with provincial planning; policies for debt, extension of payment time for converting land use purposes; policies to support interest rates on loans for investment in building new production facilities; policies to support fees and charges for performing administrative procedures.

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Minh emphasized that the relocation and conversion of the functions of enterprises located outside the southern industrial zones and clusters to the north is a major orientation of the province to build Binh Duong towards sustainable development, smart urban areas; at the same time, to reconstruct the province's urban areas.

The Chairman of the Provincial People's Committee requested units to soon study and develop solutions and tools to encourage businesses to relocate and change their functions; implement step by step according to the roadmap and provide support; focus on groups of solutions to minimize forced relocation.
