The enterprise has 51% foreign investment capital (FDI) with the main production and business lines being aluminum profiles and high-grade aluminum. Since most of the products are exported and consumed in the EU, US, Canada markets, etc., the administrative procedures arising in investment, production, business and export activities are relatively large. Therefore, the enterprise regularly works and contacts with specialized agencies of the province.
Ms. Nguyen Thi Huong, Head of the company's Human Resources Administration Department, said that businesses often have to contact provincial agencies and units to complete documents and procedures as well as resolve issues in production and business. Therefore, when they learned that the province was implementing the DDCI assessment to survey the service quality of departments, branches and localities, businesses were very welcoming and looking forward to it. This is an opportunity to acknowledge the support and companionship of state agencies and units for business operations as well as an opportunity for units to express their views and comments to improve coordination between businesses and departments and branches.
Camex Vietnam Co., Ltd. (Ninh Giang) is a partner supplying mechanical products to more than 200 enterprises. Due to the high competition in the industry, the company always needs the government and functional agencies to accompany and create favorable conditions for the production and supply of goods. Therefore, for the company, the province's promulgation, implementation and announcement of DDCI is necessary. This is a tool to convey the opinions and aspirations of enterprises regarding the management capacity of state agencies and units.
Mr. Nguyen Van Chinh, Director of the company, said: “When we learned about the province's DDCI index, we agreed and strongly supported it. The implementation of DDCI shows that the province is interested in improving the investment environment, so that businesses can feel secure in production and business. Through providing information to serve the DDCI assessment, the company will have specific recommendations and proposals for departments, branches and district authorities to make appropriate adjustments in management and operation, meeting the production and business requirements of businesses.
Many recommendations
According to the Department of Planning and Investment, the province's DDCI index will include 2 sets of DDCI indexes at the department, branch, and local level. Departments and branches are assessed on DDCI based on 9 component indexes, and localities are assessed on 10 component indexes. In addition to 12 districts, cities, and towns, the province will assess 20 departments and branches that have a lot of interaction with enterprises, cooperatives, and business households. The specific criteria of the component indexes are different to suit the functions and tasks of each agency and unit. The province's DDCI index is built on the spirit of practicality, responsibility, feasibility, accuracy, meaning, and confidentiality.
The DDCI component index includes administrative procedure implementation, transparency and application of information technology, dynamism and pioneering of government agencies, time costs, informal costs, fair competition, production and business support, institutional effectiveness, land access, green and sustainable growth. The DDCI of departments and branches does not assess the land access index. Every year, the province will conduct a survey of 1,600 questionnaires from enterprises, cooperatives, and business households through direct and online forms.
The information that the province is preparing to announce the DDCI index has received attention from the business community because businesses are the subjects of the survey and evaluation. There are many proposals and recommendations from businesses to make the evaluation objective, fair, and substantial.
The number of survey forms must ensure a reasonable ratio to the number of enterprises in the whole province. Most enterprises in the province are small and medium-sized, so the number of survey forms for these enterprises must also be proportional and appropriately distributed to each locality. The scale of the component index must be appropriate to the role and level of influence on the operation of enterprises. The level of interaction and work resolution of departments, branches and localities is different, so there needs to be a separate evaluation mechanism to ensure fairness...
Mr. Nguyen Trac Thang, Chairman of the Provincial Association of Small and Medium Enterprises, said that the DDCI index is a measure of the management capacity and service quality of state agencies and units for business operations. Therefore, businesses hope that the DDCI results will be the basis for departments, branches and localities to recognize, thereby promoting advantages and overcoming limitations in supporting and accompanying businesses to develop production and business. Compared to other localities in the country, Hai Duong implemented DDCI later, but this helped the province learn from previous provinces and cities to implement it methodically, scientifically and substantially.
