Businesses in Dong Thap province request permission to install fuel tanks to 'rescue' gasoline supplies for the Ho Chi Minh City - Long Thanh expressway.

While two gas stations on the Ho Chi Minh City - Long Thanh expressway are experiencing supply disruptions, a business in Dong Thap province has requested permission from Dong Nai province to install fuel tanks to "rescue" the supply during the Lunar New Year holiday.

Proposal to install two fuel tanks and pumps for "rescue" on the highway.

Regarding the fuel supply disruption on the Ho Chi Minh City - Long Thanh - Dau Giay expressway, Binh An Petroleum Company Limited (Binh An Company) - headquartered in Trung An ward, Dong Thap province - has sent a document to the Department of Industry and Trade of Dong Nai province proposing a solution to temporarily place fuel storage tanks and pumps to ensure supply.

To demonstrate its capabilities, Binh An Company explained that it is a petroleum distribution company with a retail and franchise network of over 100 gas stations in 12 provinces and cities. This includes 6 franchised/dealer outlets in Dong Nai province.

Binh An Company asserts that it has many years of experience in the petroleum business on the Can Tho - Ca Mau expressway.

At the same time, the company understands the difficulties that Dong Nai province and its people are facing due to the temporary suspension of operations at the two gas stations on the highway.

Therefore, Binh An Company requests the Department of Industry and Trade of Dong Nai province to consider allowing the company to temporarily place fuel storage tanks and fuel pumps at the location of the currently inactive gas station to ensure a continuous supply, serving the transportation needs and local economic development.

"This proposal aims to demonstrate a sense of social responsibility, share the difficulties with the locality, and serve the people," explained the General Director of Binh An Petroleum Company Limited.

In proposing the placement of fuel tanks at the two currently suspended gas stations, Binh An Company also noted that the Ho Chi Minh City - Long Thanh - Dau Giay expressway sees approximately 60,000-70,000 vehicles traveling daily. Therefore, any disruption to fuel supply on this vital expressway poses a potential risk to traffic flow, especially during the peak Tet holiday season in 2026.

With the above proposal, Binh An Company commits to ensuring compliance with fire safety, environmental protection, and quality and standards for petroleum products sold on the market should the proposal be considered and approved.

Despite fuel supply disruptions, Dong Nai province has yet to finalize a solution.

As Tuoi Tre Online previously reported, two gas stations at the Ho Chi Minh City - Long Thanh - Dau Giay expressway rest stop have been closed for over 20 days due to expired licenses and civil disputes that have prevented the issuance of new retail licenses.

For several months now, the Vietnam Expressway Development Corporation (VEC) - the expressway's investor - has also reported to the Department of Industry and Trade of Dong Nai province, requesting their consideration and support in maintaining the validity of the fuel business license of the retail unit at the rest stop (which has already been licensed by the department) to ensure that the fuel supply chain is not interrupted while awaiting the court's ruling on the dispute.

The Department of Industry and Trade of Dong Nai province has coordinated and worked with relevant parties, and also consulted with the Ministry of Industry and Trade and the People's Court of Region 1 - Ho Chi Minh City to find a way to maintain the supply of gasoline and diesel fuel on the expressway, but so far no solution has been finalized.

While searching for solutions, the Department of Industry and Trade of Dong Nai province continues to "appeal" to Ho Chi Minh City and Lam Dong province to warn drivers to refuel before entering the highway during the Lunar New Year holiday.

The Ho Chi Minh City Department of Industry and Trade has publicly provided a list of 11 fuel stations in the eastern part of Ho Chi Minh City to inform drivers so they can refuel before entering the expressway.

Meanwhile, to date, the Department of Industry and Trade of Dong Nai province has yet to come up with solutions to restore the fuel supply disruption on the Ho Chi Minh City - Long Thanh - Dau Giay expressway, even though fuel is considered an essential commodity...

Maintaining fuel supply on highways: Local authority's responsibility.

Previously, the Ministry of Industry and Trade affirmed that the Department of Industry and Trade is responsible for issuing new, supplementary, amended, and re-issuing certificates of eligibility for retail gasoline stations in the area if they meet all the conditions.

The licensing process is not handled directly by the ministry.

The Dong Nai Department of Industry and Trade continued to seek the opinion of the People's Court of Region 1 - Ho Chi Minh City and received a response stating that the licensing of the two gas stations falls under the jurisdiction of Dong Nai as mentioned above...
