On December 16th, the Central Policy and Strategy Committee and the Government jointly directed the organization of the Vietnam Economic Forum 2025, Prospects 2026, with the theme "Vietnam's Economy: Rapid, Sustainable Development and Green Transformation in the Digital Age".
The forum attracted considerable interest from embassies, international organizations, foreign business associations, and was supported by both domestic and foreign businesses.
Expanding international investment
At the forum, Mr. Bui Minh Tien, a member of the Board of Directors of Petrovietnam, stated that with the group's total revenue currently exceeding 1 trillion VND, Petrovietnam faces immense pressure to achieve double-digit growth. To create momentum for growth, Petrovietnam recognizes that innovation in investment is of paramount importance.

Mr. Bui Minh Tien, a member of the Board of Directors of Petrovietnam, stated that Petrovietnam made a speech at the Forum.
The group is currently focusing on two investment directions.
Firstly, investment should be focused on industrial and eco-energy centers to maximize investment scale and value chains in the oil and gas and energy sectors, optimizing technology and resources in the energy flow, and creating new value.
Secondly, expand overseas investment in a flexible manner, with a particular focus on mergers and acquisitions (M&A) to quickly realize revenue targets and create rapid, sustainable growth.
Petrovietnam proposes that the Government review planning to focus investment in the energy sector on large energy clusters. This would create favorable conditions for large enterprises, both state-owned and private, to confidently invest in large-scale projects with a long-term, sustainable development perspective. A breakthrough mechanism should be established for these industrial and eco-energy clusters, creating "seed" projects for subsequent synergistic projects.
To further promote foreign investment, representatives from Petrovietnam proposed that the Government issue decrees to continue reforms towards greater decentralization for state-owned enterprises, allowing owners, representatives of owning agencies, and the Boards of Members of state-owned corporations to make more proactive and decisive decisions in investment matters, especially foreign investment, in order to promptly seize market opportunities.
The steel industry is moving towards green transformation.
According to Mr. Hoang Ngoc Phuong, Deputy Director of Hoa Phat Dung Quat Steel Joint Stock Company, with a capacity of 16 million tons of crude steel per year, Hoa Phat Group is currently the largest steel producer in Southeast Asia and ranks among the top 30 in the world. The Group focuses on developing high-quality steel products to serve the manufacturing, railway, and energy sectors.
Hoa Phat's investment strategy is oriented towards applying leading-edge technologies from G7 countries, linked to the goals of energy saving, environmental protection, and promoting green transformation. Currently, at its integrated iron and steel production complexes, Hoa Phat has self-sufficiently met approximately 90% of its production electricity needs through the synchronized implementation of various solutions such as waste heat recovery, environmentally friendly dry coke quenching, and the application of continuous casting and rolling technology.
In addition, the Group is also promoting the installation of rooftop solar power systems at its factories to increase the proportion of clean and renewable energy used in its production activities.
Prioritize domestic raw materials and components to increase export added value.
According to Le Tien Truong, Chairman of the Board of Directors of Vietnam Textile and Garment Group, with an export volume of approximately 46 billion USD and ranking second in the world in textile and garment exports, the Vietnamese textile and garment industry cannot continue to maintain a steady export growth rate of over 10% per year in the direction of expanding scale, especially in the context of global textile and garment demand growing at only about 3% per year.
Therefore, to directly contribute to the nation's double-digit GDP growth target, the textile and garment industry can achieve this through increased trade surplus and wage growth for workers.

To increase the import-export surplus, businesses in the industry urgently need strong policies to encourage the prioritization of domestically produced raw materials and components instead of imports. These policies should simplify procedures to make purchasing domestic raw materials easier than importing them. This will gradually help to form a sustainable domestic supply chain and increase added value.
Secondly, for labor-intensive industries like textiles, in order to increase workers' net wages by approximately 10% per year, businesses must accelerate technological transformation, automate production, and improve productivity, quality, and efficiency without expanding the workforce.
Mr. Le Tien Truong proposed that research and policy development are needed to encourage businesses, such as reducing corporate income tax for those that achieve a wage increase of over 10% per year for their employees. This is especially important for large-scale businesses and export companies that invest heavily in technological innovation and productivity improvement.
The Vietnam Economic Forum 2025, Outlook 2026 aims to analyze and evaluate the achievements, limitations, and causes of macroeconomic management in 2025. It also identifies and clarifies the international and domestic context; analyzes and assesses opportunities and challenges for economic development in 2026 and the 2026-2030 period, especially regarding the goal of double-digit growth, green transformation linked to digital transformation. In particular, the forum proposes strategic solutions to strongly promote double-digit growth, green transformation linked to digital transformation in the 2026-2030 period, and specific directions and solutions for management in 2026.
