Vietnamese businesses need clear mechanisms and strong decentralization to unleash their strength to "do big"

Many Vietnamese enterprises have the capacity to undertake large and important projects and works, but are still waiting for mechanisms.

Businesses want clear mechanisms

"Businesses do not need financial support, they just need a clear mechanism and an attitude of supporting Vietnamese goods, policies to nurture Vietnamese businesses, businesses will be willing to put in the effort," Mr. Tran Dinh Long, Chairman of Hoa Phat Group, told reporters of Dau Tu Newspaper right after answering "Hoa Phat is ready" to the Prime Minister 's question, whether Hoa Phat wants to participate in the high-speed railway project.

Hoa Phat is the leading steel producer in Vietnam, contributing greatly to the top ranking in Southeast Asia and 12th in the world in steel output by 2023, with the capacity to produce high-speed rail steel, and is even planning to sell off other industries and fields to devote 100% of its resources to steel. However, Mr. Long was still forced to mention the conditions on mechanisms, processes, and procedures to the Government leaders.

“For the country to develop, we must remove mechanisms and policies and do things faster, faster and faster. Doing things faster is very beneficial for businesses,” Mr. Long suggested, referring to a series of delays that he said were causing great damage to businesses.

For example, the detailed planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021 - 2030, with a vision to 2050, has not been approved, causing "the factory has been built, but the port is not yet available", while the total amount of raw materials passing through Hoa Phat's specialized port is up to 70 million tons/year, Mr. Long is worried when the Hoa Phat Dung Quat 2 Iron and Steel Production Complex is about to be completed... Or like the proposal to develop regulations on quality management of domestically produced and imported steel by the Vietnam Steel Association, the Deputy Prime Minister has issued a document assigning the Ministry of Science and Technology since October 2023, but there is still no information.

“I don’t understand why!”, Mr. Long expressed his concerns at the Government Standing Conference working with large enterprises on solutions to contribute to the country’s socio-economic development.

This is not just the question of the owner of Hoa Phat.

Ms. Mai Thanh, Chairwoman of the Board of Directors of Refrigeration Electrical Engineering Joint Stock Company, also had many concerns, having waited 3 years to do wind power projects.

“Vietnamese enterprises have enough capacity to carry out onshore, nearshore and even offshore wind power projects. We can take on a few gigawatts, but we are hungry for investment licenses, not for lack of money or capacity. I request the Government to boldly assign this task to enterprises,” Ms. Mai Thanh earnestly said.

Strong local decentralization proposal

“Regarding the selection of investors, it should be assigned to the provincial apparatus. There, they know very well the capacity, experience, and reputation of each investor. Specifically, we propose that the Government should delegate the authority to the province to decide on investment policies for approved projects for the period from now until 2050 to implement the Net zero commitment,” Ms. Mai Thanh suggested.

According to Ms. Thanh, the problem in many projects is that the time and procedures for consulting with ministries and branches are too long.

Notably, Mr. Vu Van Tien, Chairman of Geleximco Group, also put the proposal for decentralization and delegation of power at the top of the list of recommendations he sent to the Government. Because only with decentralization and delegation of power can administrative procedures be simplified.

“I have worked on several projects so I know how hard it is. The journey from the locality, to the ministries, branches and then up to the Prime Minister, back and forth countless times. The Prime Minister and Deputy Prime Ministers encouraged us a lot, but below there is a forest of mechanisms and policies, we go in there and don’t know which way to go, where to go...”, Mr. Tien said.

This situation is greatly affecting the effectiveness of investment decisions, sometimes even losing opportunities. Mr. Tien revealed that his company has abandoned a number of waste-to-energy investment projects because the procedures were too complicated.

Hope to have a "green channel" mechanism

“If we institutionalize the selection of strategic investors to implement key projects, the driving force in the socio-economic development of the locality, the assigned enterprises can maximize their resources and invest in areas of strength. For us, it is the tourism sector,” Mr. Dang Minh Truong, Chairman of Sun Group, proposed to the Government leaders when mentioning the special investment procedures that the Ministry of Planning and Investment is proposing in the Draft Law amending the Investment Law.

According to the Draft, investment projects registered under this regulation do not have to carry out procedures to obtain licenses, approvals, consents, permits, confirmations and other requirements in the fields of construction, environmental protection, technology transfer, fire prevention and fighting and only wait about 15 days from the date of application submission to obtain an investment certificate. Investors are responsible for fully implementing the regulations... Currently, the above procedure is proposed to be applied to high-tech, semiconductor, microchip projects... invested in industrial parks, export processing zones, high-tech zones and functional areas in economic zones.

Compared to the 2-3 years that most businesses have to spend to complete the above procedures, Mr. Truong's desire to add large-scale tourism projects and entertainment shopping centers in potential tourist areas becomes understandable. In fact, Mr. Truong expects more.

“With the special mechanism and task assignment, the 500 kV line 3 project was completed in 6 months, while normally it takes 3-4 years. The efficiency is very clear,” said Mr. Truong.

This businessman also proposed to continue implementing new investment projects in the form of BT to develop transport infrastructure, which can be applied to both airports and seaports.
