Postal service revenue comes from package and parcel delivery

On November 27, in Ho Chi Minh City, the Ministry of Information and Communications organized the 2023 postal business forum with the theme "healthy competition, sustainable development of the postal market".

Reporting on the 2023 postal market overview, Mr. La Hoang Trung, Director of the Postal Department, said that postal service revenue from 2019-2023 grew steadily (an average of over 20%/year), however, it has shown signs of slowing down recently. It is estimated that in 2023, the industry's total revenue will reach 59 trillion VND.

In particular, revenue from package and parcel services grows faster than the growth rate of postal services (about 1.5 times) and is continuing to increase, estimated at VND 53,800 billion in 2023, accounting for about 90%. E-commerce plays an important role, mainly in the growth of postal service revenue, package and parcel revenue for e-commerce accounts for an important proportion, estimated at VND 38.2 trillion in 2023, accounting for about 60% of postal service revenue.

According to Mr. La Hoang Trung, postal service output grew rapidly in the period 2019-2023 (average over 36%), the trend is quite stable. Package and parcel service output grew faster than postal output growth (about 18%), accounting for the majority of postal services (about 82%) and is continuing to increase (estimated at about 88% in 2023). E-commerce package and parcel output accounts for an important proportion (about 74%) of postal service output.

The legal system lacks uniformity, unified regulations are needed.

According to Ms. Ha Thi Hoa, Head of Postal Services Department of Vietnam Post Corporation (Vietnam Post), one of the current problems in the postal sector is the lack of uniformity in the legal system. Currently, there is no system of legal regulations to synchronously and comprehensively manage delivery, transportation of goods, and management of e-commerce activities.

The legal regulations on postal services and e-commerce are scattered among many ministries and sectors and have not kept up with the development of e-commerce. The concepts and scope of postal services are still limited compared to the general development speed of the market, especially for domestic and cross-border e-commerce activities, leading to the legal regulations not keeping up and having many legal loopholes. For example, the Postal Law was issued in 2010, at that time there was no e-commerce.

According to the representative of Vietnam Post, the state management agency needs to consider developing a joint circular detailing the implementation of a number of articles of the law; Resolve short-term problems and shortcomings in the practice of law enforcement, ensuring the uniformity of the legal system related to the postal sector. In the long term, according to Ms. Ha Thi Hoa, it is necessary to improve and innovate all related legal systems, build a separate legal system to comprehensively manage business activities of e-commerce models, including and decentralize e-commerce goods delivery activities via post and express delivery.

Sharing the same view, Mr. Nguyen Dac Luan, Vice President of the Postal Association, also said that currently, there is no system of legal regulations to synchronously and comprehensively manage delivery, transportation of goods, and e-commerce activities. Legal regulations are scattered in different documents of ministries, departments, and branches.

Specifically, prohibited or conditionally sent items are being managed by the Ministry of Industry and Trade, Ministry of National Defense, Ministry of Culture, Sports and Tourism, Ministry of Agriculture and Rural Development, Ministry of Health, Ministry of Transport, Ministry of Public Security , Ministry of Information and Communications, Ministry of Natural Resources and Environment, Ministry of Construction, etc.

Transportation activities are managed by the Ministry of Transport ; Tax and customs supervision related issues are managed by the Ministry of Finance, General Department of Customs; Licensing issues for postal enterprises are managed by the Ministry of Information and Communications; Advertising and promotion issues are managed by the Ministry of Industry and Trade, Ministry of Information and Communications.

To unify the management of the entire industry, the representative of the Postal Association said that the state management agency needs to consider and develop a joint circular detailing and guiding the implementation of a number of articles of the law, resolving difficulties and shortcomings in the practical implementation of the law, ensuring the unity and synchronization of the legal system related to the postal sector. In particular, there needs to be a separate document to comprehensively manage business activities in the field of e-commerce and e-commerce logistics.

Regarding the issues raised by businesses, Mr. La Hoang Trung, Director of the Postal Department, Ministry of Information and Communications, said that in the coming time, the Ministry of Information and Communications will amend the Postal Law, and the opinions contributed by businesses at the forum will be included; At the same time, he also hopes that businesses in the entire industry will give their opinions to complete the amendment of this Law.
