After the merger, Hai Phong city announced the update of addresses and identification of agencies and units according to the new administrative unit to implement 2-level local government.

The city requires the People's Committees of communes, wards, and special zones to review, propagate, mobilize, and guide organizations, individuals, and businesses in the area to adjust and update addresses, identify agencies, units, and signs according to the new administrative unit.

Implementing the city's direction, the Department of Culture, Sports and Tourism and the Department of Construction have urgently reviewed the system of signs and billboards throughout the city, including: traffic signs; signs of cultural, sports and tourism institutions; signs and billboards at historical sites, tourist sites, cultural houses; welcome gates of residential groups and villages; signs of businesses... to promptly guide organizations and individuals to update and adjust.

The People's Committees of communes, wards and special zones have stepped up propaganda and encouraged people to change their house numbers and advertising signs. Up to now, many families, especially business households, shops and enterprises in Hai Phong city have changed their signs to the new address.

Phuc Tai Fine Arts Advertising Establishment in Minh Tan Village, Truong Tan Commune (Hai Phong) is always busy making name change signs for people and businesses in both the west and east of the city. Mr. Ho Dinh Tai, the owner of the establishment, said that recently, many households and shops have changed their house numbers and business names. Some still keep the original sign, only changing the address on the old sign, but there are also households that change the new sign and change the image of the shop's identity.

For households that only need to change the house number plate or change the address on the nameplate, the cost ranges from 50,000 VND to several hundred thousand VND. For households that need to make a completely new plate, the cost ranges from several million to several tens of millions of VND, depending on the needs, quality, size...

Need to be practical

After more than 4 months of operating under a 2-level administrative unit, some places have changed the nameplates of villages and residential groups, and many advertising signs have been updated with new addresses.

This ensures timely integration into the new administrative unit, in accordance with regulations and creates convenience for people when looking up and finding addresses; at the same time, it is convenient for state management agencies.

However, due to the costs incurred, habits and information to continue to arrange villages and residential groups, many shops and families in Hai Phong have not yet changed their advertising signs and addresses to the new administrative place name.

Mr. Nguyen Van Tru, an expert of the Department of Culture and Society of Tu Minh Ward (Hai Phong City), said that, implementing the direction of the City People's Committee, the Ward People's Committee has deployed propaganda and mobilization work to encourage people to change house and business license plates to ensure compliance after the merger.

With the construction costs and current practical situation, people still consider to avoid having to redo the nameplate many times.

The Central Government plans to review and rearrange villages, hamlets, and residential groups nationwide by May 2026, to meet requirements in the new situation, associated with the goal of streamlining, effectiveness, and efficiency at the grassroots level.

With the current cost of changing signs, it is understandable that people still consider investing to avoid having to do it again and again.
