According to the Da Nang City Department of Finance, the city currently has 828 public land and property facilities that are no longer needed. In addition to 247 facilities slated for conversion to public housing, healthcare, education , and other public activities, the remaining facilities have been assigned to relevant units for handling according to regulations.
On the beautiful Le Loi street opposite the Perfume River in Hue city, a long row of offices of various departments, agencies, and centers have been abandoned and left in a dilapidated state after relocating to new locations. Projects have been stalled on this "prime land" due to bureaucratic procedures for handling public assets after relocation. Recently, the city government issued a decision to resolve this issue, ensuring no more wasted space is left.
In reality, after the mergers, all public buildings and land in all 34 provinces and cities have been allocated and assigned to entities responsible for their management, use, exploitation, and disposal. However, a closer look reveals that in many localities, numerous public buildings and land, despite being allocated and managed, remain unused and are being left abandoned wastefully.
Da Nang is one of the localities that has recognized the main reason for the surplus of offices and government buildings: the one-way pull towards the city center after the merger of the two localities, which has limited development in the remaining areas. Recently, the new Chairman of Da Nang City, Nguyen Manh Hung, held a meeting with the leaders of the four central wards of the former Tam Ky city in Quang Nam province. The problem raised is that with vast land and a sparse population, there is a lack of strong administrative, medical , educational, cultural, and commercial facilities to create an attractive environment, making development increasingly difficult in the southern part of Da Nang.
This is also a difficult problem for many former provincial capitals after mergers. Despite large potential, surplus land, favorable natural environment, and open and liberal investment policies, they fundamentally lack the impetus for development. This demands courage and creative thinking from local leaders. While agreeing with the policy of gradually researching the relocation of educational and medical facilities to the Tam Ky urban area to create new development momentum and redistribute urban space rationally, the leaders of Da Nang city also emphasized the need to build and adhere closely to the overall master plan, not to pursue individual communes and wards.
Patients from provinces surrounding Hanoi will no longer have to wait in hospitals without access to treatment, as the second facilities of Bach Mai and Viet Duc Hospitals in Ninh Binh are scheduled to become operational from the second quarter of 2026, as requested by the Prime Minister. These facilities were built with massive investment but then left abandoned for a long period.
It's time to put an end to the poverty that is being accompanied by surplus and wasteful use of resources, as is happening in many places.
