
Officials from Hau Loc commune explained to residents of Yen Thuong village the policies related to compensation and support when the State reclaims land.
Experience shows that public relations work is not simply about propaganda, but also about directly meeting with people to listen, explain, work together, and implement solutions to gain their trust. For new and difficult tasks, public relations work must be prioritized. This is especially true for sensitive tasks such as land clearance, organizational restructuring, handling complaints and denunciations, and land management.
For example, Hau Loc commune has undertaken complex tasks such as land clearance with a large volume of work, directly affecting the rights of the people. The Party committee, the government, and the mass mobilization system have implemented the motto "innovation, creativity, close attention to the grassroots, effectiveness and timeliness," considering dialogue and transparency as important political tasks.
The residential project south of National Highway 10 is an example. The project requires the acquisition of 11.3 hectares of agricultural land, directly impacting the livelihoods of 58 households. A one-way communication approach would be difficult to achieve consensus. Therefore, the commune People's Committee, in coordination with the Fatherland Front and other organizations, conducted outreach in village groups, then visited each household individually. The working group explained the policies, benefits, compensation, support, and resettlement arrangements according to regulations. The communication method was standardized. Residents' questions were recorded. For matters exceeding the commune's authority, the commune compiled reports for higher levels.
Initial results show that 39 households voluntarily signed agreements agreeing to the compensation and support plan. However, 19 households still have concerns and petitions regarding the compensation rates for the land being expropriated. The commune is not avoiding these concerns; the working group is continuing dialogue to clarify the basis for the pricing, the appraisal process, and guide residents on how to exercise their right to petition through the appropriate channels. The goal is to resolve the issue thoroughly and prevent it from escalating into a major conflict.
In 2026, Hau Loc commune has 7 projects underway, with a land clearance volume of 53.91 hectares. The large number of affected households and the significant pressure on project timelines necessitate proactively developing flexible plans to address these bottlenecks. A new approach involves coordination between the People's Committee, the Fatherland Front Committee of the commune, investors, and affected villages, who sign commitments outlining project timelines for 2026. These commitments come with accountability. Each timeline is clearly defined. Compensation, support, and resettlement details are publicly disseminated. Residents' opinions are received directly, and written responses are provided when necessary.
As a result, by April 22, 2026, Hau Loc commune had paid compensation and handed over 17.55 hectares of cleared land to the investor, achieving 43.5% of the plan. This figure reflects the efforts of the entire political system, but more importantly, the approach of mass mobilization following the principle of "slow and steady wins the race," being persistent, not hasty, and closely monitoring each household. Mr. Trinh Cao Son, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Hau Loc commune, said: "Mass mobilization is an important channel to create consensus, reduce conflicts of interest, and thereby ensure the project's progress. When people understand, they will trust, share, and cooperate with the local government."
After the two-tiered local government model came into operation, Nong Cong commune proactively reformed its propaganda and public relations work towards practicality and effectiveness. Notably, the study, understanding, and implementation of directives and resolutions were carried out on schedule and with high quality. The participation rate of cadres and Party members in these study sessions reached over 95%. Propaganda work in Nong Cong also integrated into daily life through cultural and artistic activities. Many programs were organized to commemorate major anniversaries, serving both political tasks and creating a joyful atmosphere among the people. During the propaganda campaign for the 1st Nong Cong Commune Party Congress and the 20th Thanh Hoa Provincial Party Congress (2025-2030 term), the commune won two A prizes at the propaganda and public relations festival celebrating the congresses. This was the result of serious preparation and the participation of many forces.
Mr. Truong Cong Tuan, Permanent Deputy Secretary of the Party Committee of Nong Cong Commune, said: "The locality's motto in the coming time is that the work of information dissemination and public relations must be strongly reformed, with the people at the center. The focus is on consolidating organizations, promoting digital transformation, understanding people's thoughts and engaging in direct dialogue to create social consensus. When information is timely and focused, it will reduce gaps and rumors. When dialogue is frank, it will reduce speculation and resentment among the people."
Results from Hau Loc and Nong Cong communes show that reforming the work of grassroots mobilization and public service must begin with awareness and methods. Officials must be close to the people, respect the people, and listen to the people. Processes must be transparent, responsibilities clearly defined, and responses timely... When this is achieved, grassroots mobilization and public service will become a driving force, helping to resolve difficulties at the grassroots level, thereby creating social consensus. This is also a condition for localities to implement development tasks in the new phase.
The reform of propaganda and mass mobilization work in the new situation was also directed by Comrade Le Duc Thai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, at a working session with the Provincial Party Committee's Propaganda and Mass Mobilization Department on May 11, 2026. He emphasized three key tasks: maintaining the Party's ideological stronghold; preventing information gaps on issues of public concern; and using people's satisfaction as a measure of the effectiveness of mass mobilization work. This is a direct orientation for the propaganda and mass mobilization sector from the provincial level to the grassroots. It is also a requirement in building and rectifying the Party, enhancing the leadership capacity and fighting strength of Party organizations.
