Persistently basing its development on institutional frameworks and effective implementation, Quang Ninh is increasingly focusing on building practical, feasible mechanisms and policies that can be quickly put into practice. Resolution No. 66-NQ/TW of the Politburo further provides an important foundation for Quang Ninh to accelerate this reform process.
The right, effective, and timely policy.
Over the years, Quang Ninh has stood out not only for its growth rate and governance capacity, but also for its strong innovative thinking in the development and implementation of laws. Building on reforms established over many stages, the province is increasingly focusing on developing practical mechanisms and policies, using institutions as tools to remove bottlenecks and expand development opportunities. This is also the overarching spirit of Resolution No. 66-NQ/TW dated April 30, 2025, of the Politburo on reforming the development and implementation of laws to meet the requirements of national development in the new era.

In Quang Ninh, Resolution No. 66-NQ/TW was quickly concretized through Action Program No. 50-CTr/TU of the Provincial Party Committee and Decision No. 2161/QD-UBND of the Provincial People's Committee, focusing on improving policy quality, emphasizing the responsibility of leaders, and ensuring that mechanisms and policies are closely linked to development practices, people's lives, and production and business activities.
A clear trend is that many recent policies are directly aimed at improving the quality of life for the people and creating more impetus for development. For example, Resolution No. 93/2025/NQ-HĐND dated December 16, 2025, stipulates a number of support policies for preschool, general education, and continuing education institutions in the province for the period from the 2025-2026 to 2030-2031 school years. From the 2026-2027 school year onwards, approximately 290,000 general education students and high school-level continuing education students will receive a free set of textbooks compiled by the Ministry of Education and Training for their studies , with a budget of approximately 80 billion VND per school year.
Previously, Resolution No. 86/2025/NQ-HĐND on supporting school milk programs was also quickly implemented at the grassroots level. At Luc Hon Kindergarten (Luc Hon commune), from March 6, 2026, 665 children received milk five days a week right in their classrooms. According to Ms. Tran Thi Binh, the school principal, the program received high approval from parents; along with the synchronized implementation of policies for caring for and nurturing children, by the end of April 2026, the rate of malnourished children decreased to 0.6%; and the rate of stunting decreased to 0.8%.

Not only in the field of education, at the 2nd Session of the 15th Provincial People's Council in April 2026, Quang Ninh continued to pass many resolutions that pave the way for growth, such as: amending the policy on collecting fees for the use of infrastructure, service facilities, and public utilities in border gate areas in the province, applying a fee of 0 VND/trip for vehicles transporting imported goods until December 31, 2028; supporting industrial and handicraft production facilities to relocate to industrial clusters in the 2026-2030 period; establishing the Provincial Land Development Fund with a charter capital of 2,000 billion VND; approving the Project to recognize the province as meeting the criteria of a Type I urban area…
These policies demonstrate the province's rapid response and increasingly practical approach to lawmaking. In 2025, the province will issue 181 legal documents, a 52.1% increase compared to the same period in 2024; judicial agencies will review 226 draft documents, a 60.28% increase. Specifically, from April 1, 2025 to March 20, 2026, the province will issue 148 legal documents, including 32 documents processed under simplified procedures to promptly address emerging issues.
Putting policies into practice.
Effective governance lies not only in policy formulation but also in the ability to organize implementation and put policies into practice. Therefore, along with innovation in lawmaking, the province is increasingly focusing on law enforcement, considering it a decisive factor in the actual effectiveness of mechanisms and policies. This spirit is clearly demonstrated in the implementation of Resolution No. 66-NQ/TW of the Politburo, which requires closely linking lawmaking with law enforcement, ensuring that resolutions and policies, once issued, quickly yield results.
The province continues to strengthen its efforts in monitoring the implementation of laws, focusing on areas that directly impact socio-economic development and people's lives, such as: natural resources and environment, fisheries, forestry, fire prevention and control, and social security. Through on-site inspections and surveys, many difficulties and obstacles in the implementation process have been promptly identified and recommendations for solutions have been made. Along with this, Quang Ninh emphasizes improving the quality of law enforcement personnel, especially at the grassroots level, where policies and guidelines are directly implemented for citizens and businesses.
In practice, many mechanisms and policies, after being promulgated, have quickly come into effect and yielded clear results. From policies supporting education and social welfare to supporting businesses, developing infrastructure, and improving the investment environment, the implementation has become increasingly synchronized and practical, thereby creating further impetus for socio-economic development and improving the quality of life for the people.
These developments are reflected in the province's socio-economic development indicators. During the 2021-2025 period, Quang Ninh's GRDP is estimated to increase by an average of 10.4% per year, approximately 1.7 times higher than the national average. In the first quarter of 2026 alone, the province's GRDP is estimated to increase by 9.81%; total state budget revenue is expected to exceed VND 18,500 billion; and FDI attraction is projected to reach approximately USD 215 million. Tourism and services continue to recover strongly, with approximately 6.28 million visitors and tourism revenue reaching nearly VND 15,700 billion.
Practical experience shows that the building and enforcement of laws are increasingly becoming an important foundation in improving governance effectiveness, promoting socio-economic development, and serving the people and businesses. This is also the "breakthrough of breakthroughs" for Quang Ninh to continue maintaining its growth momentum and moving towards rapid and sustainable development in the new period.
