The year 2026 holds special significance for the development of the country in general and Phu Tho province in particular. It is the year of the 14th National Congress of the Communist Party of Vietnam; the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term; and the first year of implementing the 5-year socio-economic development plan for the 2026-2030 period. In this context, reforming the growth model towards rapid, sustainable, and efficient growth is identified as a central, overarching task, crucial for achieving the province's development goals.

The new context demands a radical shift in the growth model.

In 2025, despite facing many difficulties and challenges, Phu Tho still achieved positive and fairly comprehensive results. Economic growth reached 10.52%, exceeding the government's target (10%) and being the highest in the Northern Midlands and Mountains region; state budget revenue was estimated at 57,400 billion VND. Cultural and social fields, social security were given attention; national defense and security were maintained; administrative reform, digital transformation, and investment attraction showed significant progress.

Forecasts for 2026 indicate continued stability in the domestic political and social situation; the major policies and guidelines of the Party and State will be implemented synchronously, promptly, and increasingly effectively. The investment and business environment will continue to improve. The Government and the Prime Minister will provide decisive and flexible direction and management to promote economic growth, maintain macroeconomic stability, and ensure social security.

For Phu Tho province, the expansion of development space, coupled with high determination and the decisive involvement of the entire political system in implementing the Resolution of the First Provincial Party Congress from the very first year of the term, has created an important foundation for socio-economic development in 2026. However, the international and regional context continues to be complex and unpredictable; strategic and trade competition is fierce; and non-traditional security challenges such as natural disasters, climate change, epidemics, and cybersecurity continue to create significant pressure on economic stability and sustainable development.

Within the province, the demands of the new development phase are increasingly high, the workload is large, and the nature of the work is complex; it must both address long-standing economic problems and proactively respond to newly emerging issues. This reality requires the province to innovate its thinking and methods, and to correctly and effectively select new growth drivers to create breakthroughs.

Clear goals and direction, focusing on strategic breakthroughs.

Based on an accurate assessment of the situation, the province has set the overall goal for 2026 as effectively exploiting its potential, advantages, and resources for growth; innovating the growth model in depth, with science and technology, innovation, digital transformation, and the private sector as the main driving forces. At the same time, the province will accelerate administrative reforms, improve the investment and business environment; invest in completing infrastructure; improve the quality of human resources; comprehensively develop cultural and social fields; and ensure social security, national defense and security, and social order and safety.

At the conference on implementing socio-economic development tasks for 2026, Chairman of the Provincial People's Committee Tran Duy Dong emphasized the provincial government's guiding principle: Continuing to promote the spirit of unity, cooperation, and solidarity; demonstrating high determination, great effort, and decisive action; striving to complete and surpass all 15 socio-economic development targets, including 5 key targets: economic growth; per capita income; total state budget revenue in the province; disbursement rate of public investment capital assigned by the Prime Minister; and reduction of the poverty rate.

The Provincial People's Committee continues to assign tasks to departments, agencies, and localities in accordance with the "six clear principles": clear person, clear task, clear time, clear responsibility, clear output, and clear authority; tighten administrative discipline and public service performance; promote decentralization and delegation of power coupled with resource allocation; and strengthen inspection, supervision, transparency, and accountability.

Administrative reform has been identified as a key breakthrough. The focus is on reforming administrative procedures towards simplification, transparency, and reduced compliance costs for citizens and businesses; implementing a "green channel" mechanism for administrative procedures in the electronic environment for investment projects, ensuring clear authority, deadlines, and individual responsibilities. Alongside this, the province is focusing on improving the PCI, PAR INDEX, PAPI, and SIPAS indices, considering these as true measures of governance and service quality.

The development of science and technology, innovation, and digital transformation are identified as crucial pillars of the new growth model. The province focuses on developing high-quality human resources to meet the requirements of the knowledge economy, digital economy, green economy, and circular economy; prioritizing high-tech industries and sectors. Digital infrastructure continues to be invested in comprehensively; striving to achieve broadband internet, 4G, and 5G coverage in 100% of communes and wards; and perfecting data platforms to serve the development of digital government. The "Digital Literacy Movement" is widely implemented, contributing to improving digital skills for citizens and businesses.

Simultaneously, the province prioritizes the comprehensive development of socio-economic infrastructure, focusing on infrastructure for industrial zones and clusters; logistics infrastructure; intra-regional and inter-regional transportation connections; and modern urban infrastructure. Resources are concentrated on key projects with significant spillover effects, promoting regional linkages and attracting investment.

Comprehensive development, creating a solid foundation for the new phase.

Along with reforming its economic growth model, Phu Tho focuses on the comprehensive development of socio-cultural fields; improving the quality of education and training; providing healthcare for the people; creating jobs and achieving sustainable poverty reduction; and fully and promptly implementing social security policies, especially for war veterans, vulnerable groups, and people in disadvantaged areas.

In the manufacturing and business sector, the province continues to restructure its industrial sector towards modernization, improving productivity, quality, and added value; developing key industries, supporting industries, mechanical engineering, and electronics. Trade, services, tourism, and logistics are promoted in conjunction with the application of science and technology and digital transformation. Agriculture is restructured towards concentrated, large-scale commodity production; developing key products and OCOP products; enhancing processing value and traceability, linked to building sustainable new rural areas.

National defense and security continue to be maintained; social order and safety are ensured; foreign affairs and international integration are promoted, contributing to creating a peaceful, stable, and favorable environment for development.

Reforming the growth model is an objective requirement and a strategic choice for the province in the new development phase. With strong political determination, the synchronized involvement of the entire political system, and the consensus of the people and the business community, we believe that Phu Tho will successfully achieve its socio-economic development goals for 2026, creating a solid foundation for the 2026-2030 period, aiming for rapid, sustainable, and comprehensive development.
