Attending the workshop were representatives of the Standing Committees of Provincial and Municipal Party Committees; leaders of the organizing committees of Provincial and Municipal Party Committees; experts and scientists .
In his opening speech and introduction to the workshop, comrade Phan Thang An emphasized that the Standing Committee of the provincial Party Committee is an agency with a particularly important position in leading, directly directing, inspecting and supervising the implementation of resolutions and directives of the Party Committee and the Central Committee; it has a great role and directly affects the quality and effectiveness of Party building and political system building in the locality.
Especially in the current period, when the revolution to arrange and streamline the political system's apparatus has been and is being strongly and synchronously deployed, the role of the standing committees of provincial and municipal Party Committees is even more important.
The workshop is a forum for leaders, experts and scientists to exchange experiences, discuss, comprehensively evaluate and propose solutions to innovate and improve the operational efficiency of provincial Party Standing Committees to meet new requirements.
At the workshop, delegates focused on discussing and clarifying the theoretical basis for the organization and operation of the provincial Party Standing Committee in leading and directing the work of Party building and building the political system in the context of our revolution of streamlining the apparatus, reducing staff, improving the effectiveness and efficiency of agencies and organizations, and building a two-level local government.
Many opinions say that it is necessary to have appropriate criteria to evaluate the performance of Party committees and Party committee standing committees in response to the requirement to ensure regular and continuous assessment of work quality, focusing on actual effectiveness...
From a practical perspective, many delegates shared their Achievements, advantages, limitations, advantages, difficulties, and obstacles in the process of leading the implementation of Party building tasks, building the political system's organization and apparatus. Specifically, difficulties and obstacles in the operation, structure, and number of members of the provincial Party Standing Committee; reviewing, supplementing, and implementing the working regulations of the Party Committee and the Standing Committee as prescribed by the Central Committee. Or difficulties in specifying the content of leadership and direction; assigning responsibilities according to the motto "clear people, clear work, clear methods, clear responsibilities, clear progress, clear products"...
Based on theory and practice, delegates proposed and recommended solutions to improve the functions and tasks and innovate and improve the effectiveness of the Standing Committee of the Provincial Party Committee and the City Party Committee, such as innovating the work of planning, selecting and arranging personnel for the Standing Committee of the Party Committee; building a mechanism to effectively promote the role of the Party Committee Secretary; perfecting the authority and responsibility, and promoting the role of the Standing Committee members.
At the same time, innovate the content, methods, and leadership methods, foster and improve working skills, innovate the working style and methods of standing committee members; improve the quality of advice from advisory agencies, assist the standing committee of the Party Committee in the new period...
In his concluding remarks at the workshop, comrade Doan Minh Huan highly appreciated the presentations and enthusiastic contributions of the delegates. Through the results of the workshop, he suggested that in the coming time, to continue building a lean, compact, and strong local political system, it is necessary to strengthen the role of the Party Committee, directly and regularly the Standing Committee and Standing Committee of the Party Committee.
