In fact, over the past period, the Management Board of the Ha Long Bay - Yen Tu World Heritage Site has made many positive changes in preserving and promoting the heritage and boosting tourism. According to the Board's report, the most noticeable movement is the enhancement of heritage values and the renewal of visitor experiences. In recent years, Ha Long Bay has focused on identifying potential tourist attractions and developing quality products with new tour routes; connecting Ha Long and Bai Tu Long, both expanding the experiential space and reducing congestion in the crowded area. The itineraries are geared towards more pristine landscapes, including the Bai Tu Long National Park route – where more than 140 new species of marine life have been recorded – providing a valuable perspective on the unique marine ecosystem of the region.

Ha Long Bay has reached a new level by welcoming international millionaires and billionaires who are experiencing overnight stays on the bay. Tourists seek sophisticated service, privacy, and exclusive experiences – something that Ha Long's luxury cruise segment is increasingly delivering. This shift towards luxury tourism contributes to increasing the value per visitor and moving towards a more sustainable market segment.
Simultaneously, Ha Long Bay is positioned as a green, clean, and sustainable destination. By 2025, the Board will strengthen environmental monitoring, implement numerous beach cleanup campaigns, and maintain a waste collection force; implement programs such as "Ha Long Bay Free of Plastic Waste," use environmentally friendly materials, and manage fishing activities... contributing to a noticeable transformation and improvement in the bay's appearance.
Digital transformation has become a driving force in improving service quality, with approximately 82% of entrance fees paid online, reducing waiting times. Electronic tickets, digital maps, QR code guides, and camera/AI-based monitoring systems create a smart management platform. Once the Monitoring and Control Center is completed, all activities in the Bay will be monitored in real time, supporting effective safety control and conservation.
The value of the natural wonder is preserved thanks to the involvement of the government, businesses, and the community – those who live alongside the heritage. Programs such as "Heritage in Me," cleanup activities, communication, and monitoring of violations contribute to raising conservation awareness. Simultaneously, Quang Ninh province has strengthened management according to UNESCO standards with 139 monitoring visits, periodic reports, and supplementary marine life surveys. The completion of conservation and restoration planning, and the coordination with Hai Phong to build a common management mechanism for Ha Long Bay – Cat Ba, demonstrates a regional vision, creating a foundation for sustainable conservation.
Despite achieving many successes, Ha Long Bay still faces persistent challenges such as coastal waste, the impact of urban wastewater, the operation of small boats, and carrying capacity pressure at some popular spots. Therefore, speaking at a working session at the end of November 2025 with the Board, Vice Chairman of the Provincial People's Committee Nguyen Thi Hanh requested a focus on resolving difficulties and obstacles, thereby building the brand of "Ha Long Bay - Yen Tu Dual Heritage," aiming to make Quang Ninh a tourism center connecting the region and the world by 2030, with a vision to 2045, and a leading heritage and cultural destination, making a strong contribution to the province's socio-economic growth.

Ha Long Bay has become an indispensable destination for both domestic and international tourists.
It can be seen that these issues are also being addressed step by step by the province through major projects on heritage management, buffer zone adjustment, and tourist flow management... Particularly in this context, the establishment of the Ha Long Bay - Yen Tu World Heritage Management Board not only helps streamline the apparatus and increase management efficiency but also creates opportunities to strengthen the links between natural, cultural, and spiritual values.
It is expected that the single-point model will help improve the efficiency of environmental monitoring, boat coordination, ticket management, and tourism product development, while also helping the province better meet UNESCO's recommendations and create a transparent and attractive environment for investors interested in high-end tourism.
