2025 is the year of completion of the 2020-2025 term and preparation for the 17th City Party Congress. Under the leadership of the City Party Committee and the guidance of the Central Organizing Committee, the Hue City Party Organization and Building sector has achieved many important milestones, creating clear changes in both staff work, organizational apparatus and building the contingent of cadres and party members.

The most outstanding point of the year was the successful organization of the grassroots party congress and the congresses of the Party Committees under the City Party Committee for the 2025-2030 term, completed earlier than the Central regulations. Personnel work was implemented methodically, closely, and in accordance with procedures; ensuring structure and standards, with special attention paid to the proportion of women, young people, ethnic minorities and the quality of cadres.

For the 17th Hue City Party Congress, the City Party Committee's Organizing Committee has advised on the development of a systematic system of documents and personnel plans, ensuring succession and innovation in the leadership apparatus. Along with that, 2025 also marks the completion of the 2-level local government model. Many focal points have been streamlined, such as merging the Propaganda Department and the Mass Mobilization Department, establishing the City People's Committee Party Committee and Party Committees of Party agencies; the commune and ward levels have been synchronously consolidated after the merger.

In 2025, the city admitted 1,770 new party members, bringing the total number of party members to more than 58,000. The quality of party cell activities and the leadership capacity of grassroots party organizations continued to be strengthened through the models of "four good party cells" and "four good grassroots party organizations". Internal political protection work was seriously implemented; digital transformation was promoted with electronic cadre records, electronic party member handbooks and task tracking software.

Delegates focused on discussing three groups of issues: Organizing and decentralizing the apparatus; improving the capacity of Party cells and Party committees; and developing Party members in conjunction with screening and selection. Many practical experiences were shared, especially from the process of organizing grassroots Party congresses and arranging and using cadres during the administrative unit arrangement phase.

Speaking at the conference, Standing Deputy Secretary of the City Party Committee Pham Duc Tien emphasized that, in response to the new requirements of the Central Committee, the Party Organization and Building sector must strongly innovate its thinking and methods of action. General Secretary To Lam raised three major guiding questions: How to make the apparatus truly streamlined, effective and efficient; how to build a team of cadres with enough courage and intelligence, putting the interests of the Party and the People above all else, and why cadre work is identified as "the key of the key". These are also three cross-cutting tasks that the sector needs to focus on implementing.

The entire sector is required to continue reviewing and perfecting the two-level local government model; evaluating the effectiveness of organizational arrangement in conjunction with the quality of cadres and people's satisfaction. Along with that, it is necessary to improve the quality of grassroots party organizations, tighten discipline, resolutely screen out unqualified party members; build a truly clean and strong team of organizational workers, and perform well the six stages of cadre work, closely linked with power control.

Standing Deputy Secretary of the City Party Committee Pham Duc Tien also requested to create a clear change in the work of developing party members; promoting comprehensive digital transformation in the management of party members, party organization records and cadre data. The particularly important task of 2026 is to prepare and successfully organize the election of deputies to the 16th National Assembly and People's Councils at all levels. Party committees and advisory agencies are requested to be cautious and strict in all stages, from personnel, structure, consultation to inspection, supervision and internal political protection, ensuring compliance with regulations and absolute safety and democracy.
