Medical innovation through science, technology and digital transformation

In recent times, many specific policies and mechanisms have been issued to pave the way for the strong development of science and technology in healthcare.

At the workshop "Breakthrough in science and technology development, innovation, digital transformation and human resource training in the health sector" organized by the Ministry of Health , Deputy Minister of Health Nguyen Tri Thuc emphasized the role of science and technology and innovation in improving the quality of health care for the people.

In recent times, the health sector has achieved many remarkable achievements in research, application and technology transfer.

According to Dr. Nguyen Ngo Quang, Director of the Department of Science , Technology and Training, many specific policies and mechanisms have been issued recently to pave the way for the strong development of science and technology in healthcare.

Resolution No. 57-NQ/TW is considered a call for intellectuals and scientists at home and abroad to promote research, application of new technologies and digital transformation, contributing to improving labor productivity, national competitiveness and creating breakthroughs in economic and social development.

In addition, the National Assembly and the Government have continuously issued important resolutions such as Resolution 193/2025/QH15 on piloting a special mechanism to promote science and technology and national digital transformation; Resolution 03/NQ-CP and Resolution 71/NQ-CP to specify and update the Government's action program in this field.

Dr. Quang said that in recent times, the health sector has achieved many remarkable achievements in research, application and technology transfer. Strategic products focus on key areas such as artificial intelligence, big data, traceability systems, new generation vaccines, gene therapy and cell therapy.

Many breakthrough projects are being implemented, notably the cooperation in research and transfer of CAR-T immune cell technology for cancer treatment between the National Children's Hospital and German and Singaporean partners; cooperation in production of mRNA vaccines for lung cancer treatment with high feasibility, aiming to master the technology and produce for export.

In addition, Vietnam is piloting the application of mesenchymal stem cell therapy in the treatment of cerebral palsy, autism and some chronic diseases, with 19 clinical trial topics being implemented, and at the same time preparing documents for phase 2 CAR-T trials.

In the field of personalized medicine, 3D printing technology is also being researched and applied, typically the project at Vinmec Hospital was approved and deployed in November 2025.

Along with these projects, the Ministry of Health has built a framework for scientific and technological breakthroughs and innovation for the 2025-2026 period with focuses on cell and gene therapy, personalized medicine, development of new diagnostic and treatment techniques and methods, and combination of traditional and modern medicine.

In the pharmaceutical and medicinal materials sector, development orientations include the production of new-generation vaccines, biological drugs, immunomodulatory drugs, the development of medicinal materials and traditional medicines, and advanced production technologies.

In the medical equipment sector, the healthcare industry will focus on specific materials and technologies such as 3D printing, simulation, nuclear medicine, radiotherapy, robotics and automation equipment.

The application of digital technology also continues to be promoted, especially the use of artificial intelligence in disease prevention, treatment and healthcare management, building a Vietnamese medical AI platform, exploiting big data and developing a traceability system.

Regarding the work of medical human resources, Deputy Minister of Health Nguyen Tri Thuc, medical human resources training facilities need to focus on preparing all conditions to move towards the National Examination to assess the capacity to grant practice licenses according to the Law on Medical Examination and Treatment. "This is very important to ensure the quality of doctors and medical staff in the near future," said Deputy Minister Nguyen Tri Thuc.

Dr. Nguyen Ngo Quang said that from 2027, the National Medical Council will organize a National Examination to assess the capacity of general practitioners after graduating from university, as a basis for granting practice certificates. In the following years, the assessment of capacity will be expanded to include specialists in dentistry, traditional medicine and preventive medicine.

In recent times, the Ministry of Health, together with the National Medical Council, universities, hospitals and professional associations, have coordinated to develop professional competency standards and a national framework for medical examination and treatment practice; implemented pilot exams to assess competencies towards international integration; applied artificial intelligence, simulation technology, standard patients and electronic exam platforms in assessment; and gradually moved towards a National Exam, ensuring transparency, objectivity and standards.

However, Dr. Quang said that currently about 50% of medical training units have not updated their programs according to the standards of the Ministry of Health. This reality puts many medical students, who are young doctors, at risk of not passing the national competency assessment exam and not being granted a practice certificate. At that time, studying to be a doctor but the risk is having to do another job.

Medical training programs must be consistent with the Vietnamese National Qualifications Framework and industry-specific training standards, including general and specific output standards. The program structure and content are designed to ensure that learners meet output standards with appropriate learning workload.

At the same time, the quantity and quality of lecturers and researchers must meet the requirements of the program; the workload is monitored and evaluated to improve the quality of training. Admission policies, criteria and procedures are made public and updated regularly, while output standards are measured and evaluated at the time of graduation.

Regarding postgraduate training, delegates said that the medical profession has specific requirements and must be linked to practice. If specialized training is separated from the medical profession, it will be difficult to ensure quality, because doctors need to be trained at facilities with qualified practice facilities and a team of specialized lecturers. Because if doctors only grasp theory, it can lead to errors in clinical practice and professional work.

On the management side, some opinions suggest that it is necessary to review and promulgate specific competency standards that medical doctors must achieve, including criteria, content, practice targets and required levels. Training schools rely on these standards to promulgate output standards, build programs and organize appropriate teaching activities, fill gaps, and prepare for exams.

At the same time, the program needs to meet minimum standards, conduct output standard assessment and monitor the development progress of learners. On the part of students, graduating doctors also need to be proactive in studying and practicing.
